Description
Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, James J. Peter VA Medical Center, Network Contracting Office (NCO) 2 is conducting a market survey for qualified firms capable of providing pool maintenance and three (3) certified lifeguards for the Hudson Valley VA Medical Center, Montrose Campus located at 2094 Albany Post Rd, Montrose, NY 10548. The contractor shall render the swimming pool operational by completing the following services: Provide all necessary Health Department permits upon VA Hudson Valley Health Care System Montrose Campus s request. The VA Hudson Valley Health Care System Montrose Campus shall be responsible for all permit fees including a processing fee. Check inventory supplies. Maintenance of Pool Maintenance of Filter (monitoring and refilling of media) Personnel Client Care / Supervision Chemicals & Supplies i.e. chemical test strips, log book Safety Depth Buoy Spinal Backboard Maintenance of Pool: Maintenance will be conducted prior to start/finish of each shift Pool will be checked a minimum of 3 times a day for chemical balance and as needed. Chemicals will be added on a weekly basis or as needed per chemical tests Swimming pool area will be cleaned daily Filters will be checked and cleaned daily Vacuum pool Daily Brush pool Clean Skimmer Baskets Clean Waterline Tile Backwash Filtration System Remove Facility Trash to Owners onsite facility Maintain Water to proper level Maintain water purity, in conformance with the local Health Department Regulations Chemicals and Supplies: The contractor shall supply chlorine, muriatic acid, Pulsar pellets and soda ash, CO2 and any other chemical deemed necessary for operation. Safety Data Sheets (SDS) for all existing or newly incorporated chemicals will be provided to the Hudson Valley VA Health Care System, Montrose Campus by the contractor. The contractor shall supply testing reagents and balancing chemicals as needed. Lifeguard duties and responsibilities but not limited too: The lifeguard will need to arrive obtain the pool key 30 minutes prior to the start of each session and remain in the area until all Veterans have left the locker room and pool area. Lifeguard goes to Building 26, open s the hallway, locker room and inspects area prior to allowing Veterans access and unlocks pool doors. After clinic is over and ALL Veterans are out of the locker room, Lifeguard must LOCK all doors to locker room, pool, and pool hallway. Upon completion of program, assigned lifeguard will need to sign out and return the key. Checking of Pool Chemistry every hour and record in log book provided by VAMC located on table in pool area If there is a change in the Pool Chemical additives, the lifeguard is to notify appropriate personnel in RTS. If the Chemistry has to be changed, the Pool will be closed until the task is complete. Lifeguards does not change the chemistry. Ensures Proper Storage and Care of equipment; i.e. vests, floatation devices, etc. Under the indirect supervision of VA Hudson Valley, Recreation Therapy Service, Chief, and/or Assistant Chief, Recreation Therapy Service (RTS). All Veteran participants MUST be checked in and verified, from the weekly list provided by RTS, that they are medically cleared to engage in this activity. All lifeguard staff will need to wear appropriate swim wear. Ensure that all water safety rules are observed by swimmers, utilizing a good knowledge of all aspects of water safety procedures. Perform rescue work and when necessary render first aid until emergency personnel is present, and complete appropriate accident reports. Ensure that all swimmers in the water are accounted for at all times. Contact RTS supervisors if there is any incident or accident to report the issue. Lifeguards shall ensure all rules and regulations pertaining to the pool are observed. Remove patrons that do not obey pool rules/regulations. All lifeguards shall be able to execute emergency action plans.               The North American Industry Classification Systems (NAICS) is 561790 (Other Services to Building and Dwellings) and the standard size is $7.5 million. The Product Service Code (PSC) is S299 (Housekeeping Other). All responses to this notice must be submitting in writing (email: charnell.cunningham@va.gov) and must be received not later than August 17, 2018 at 10:00AM EST. Interested parties shall provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time may not be considered for this procurement. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, small business, women owned small business, large business, etc.) relative to NAICS 561790. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced separately and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
