- Delivery directions. Statement of Work Request for Quote A. OBJECTIVE/PURPOSE The Office of Field Operations (OFO) has an established a national Emergency Medical System (EMS) program, but with this renewed emphasis, over the next two to three years OFO will focus on continuing to build a resilient program that includes training, recertifying and equipping a cadre of existing and new Emergency Medical Technicians (EMT). Additionally, the OFO Naloxone Program continues to expand, providing training and capability in emergency response to an accidental opioid exposure, the risk of which has grown with the increasing prevalence of fentanyl and other synthetic opioids. With regard to the secure but accessible storage requirements for the opioid antidote naloxone, OFO has i dentified a product available through existing GSA/OHS Advantage and Open Market Research meeting this need and is the Best Value to the OFO. B. SCOPE To achieve OFO's objective, this is a procurement for secure naloxone storage needed to equip field offices with the capability to provide secure yet accessible storage of naloxone supplies for emergency use under the OFO Naloxone Pilot Program. C. REQUIREMENTS The equipment will include the followi ng, or brand that is equal to or exceeds requirements, that will support immediate access to OFO naloxone supplies for rendering life-saving aid in the event of an accidental opioid exposure in the ports-of­ entry. The Buy American Act imposes a two-part test: (1) The end-product must be manufactured in the United States, and (2) More than 50 percent of the cost of all the component parts must also be manufactured in the United States.
