CONTACT INFORMATION CAN ALSO BE FOUND WITHIN THE BODY OF THIS ANNOUNCEMENT *** The National Aeronautics and Space Administration/Marshall Space Flight Center (NASA/MSFC) has a requirement to provide reimbursement and prize money to Louisiana State University (LSU) for the use of LSU owned equipment and expertise in developing and conducting a first ever Manufacturing and Welding and Skills Challenge competition to be conducted at the MSFC Michoud Assembly Facility (MAF). The competition is pursuant to an agreement covered under the National Center for Advanced Manufacturing (NCAM) in support of the United States Office of Secretary of Defense and Office of Manufacturing and Industrial Base Policy. MSFC will be negotiating with only LSU for this competition. NCAM operates under authority of a Cooperative Endeavor Agreement entered into by the State of Louisiana, the Board of Supervisors of Louisiana State University and Agriculture and Mechanical College, the University of New Orleans and NASA/MSFC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00AM CST on August 08, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination be the Government not to compete this proposed effort on a full and open basis, based upon responses to this notice, is solely within the descretion of the Government.
