- The U.S. Army Contracting Command - Rock Island (ACC-RI), Rock Island, IL on behalf of the Product Director Demilitarization (PD Demil), Picatinny Arsenal, NJ, and Joint Munitions Command (JMC) Rock Island, IL is seeking potential qualified sources to supply bulk explosive material that will be used for demilitarization operations. The purpose of this notice is to identify potential sources possessing the capability to supply bulk high explosives in flake form that will be utilized in demilitarization operations at various facilities throughout the U.S. Type of high explosive material is Hazard Class 1.1D (Mass Detonation) classification. Trinitrotoluene flake (TNT) is the most desirable material but other explosives with similar performance characteristics may also be considered by the U.S. Government. If other materials are proposed the TNT equivalency must be stated. No Insensitive or Ammonium Perchlorate containing Explosives will be considered. Potential requirement is 3 million to 7 million pounds per year for a up to 5 years. Estimated requirements for delivery within the first year is 7 million pounds. Total estimated requirement for 5 years is 15 to 35 million pounds. Interested sources shall provide responses that contain the following information: a. Name of company and CAGE code; b. Point of Contacts name, telephone number and E-mail address: c. Company address d. Business size information; e. Identification of whether you are interested in this opportunity as a prime or a subcontractor; f. A brief summary of the company's capabilities (to include descriptions of facilities, equipment, skills and personnel) experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the production and handling of bulk explosive material. g. Confirm if required licenses, permits, and facilities are in place. If not, describe what is required in order to be able to start production/shipment; h. Details regarding experience with similar efforts/items; i. Identification of potential sources for major subcontractors if the source intends to utilize a subcontractor(s); j. Identification of additional equipment needed, lead time to obtain and install such equipment. This sources sought is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the U.S. Government. The U.S. Government will not reimburse any respondent for any effort or information submitted in response to this sources sought. The contractor shall provide all information requested in this notification by 3:00PM Central Time on 30 August 2018 by electronic mail at no cost to the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this sources sought.
