- Synopsis for Request for Quote for 36C10B18Q3034 The Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for the Office of Information Technology (OI&T), Operations and Services, Solution Delivery, Core Infrastructure Services. The TAC intends to award a sole source Firm-Fixed Price contract to Envoy Data Corporation, 1310 West Boxwood Avenue, Gilbert, Arizona 85233, which has a requirement for enhanced engineering support services to support the continued deployment of VA s Personal Identity Verification (PIV) Card Management System (CMS) Version 4.3 (and possible future versions as applicable). The required CMS support services will ensure currency, reliability and stability of the CMS environment which is based on Hughes Identification Devices (HID) Global s ActivIdentity (AI) brand name software previously acquired and in operation in VA. The required support services include testing, configuring, integrating, and implementing upgraded version of CMS into the PIV test, pre-production, and production environments. Additionally, included as part of the enhanced engineering services, VA effort will require ongoing implementation and integration services for new functionality. The Statutory Authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) part 6.302-1 entitled, Only Once Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements. The estimated date of award for this action is September 30, 2018. The period of performance is September 30, 2018 though September 29, 2018. Commercial acquisition procedures will be used. The primary North American Industry Classification System code is 811212 size standard of $27.5M. This notification shall close on August 6, 2018 at 2PM ET.
