Description: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions. The contracting office for this notice is the Office of Acquisitions, National Institute for Environmental Health Science, Research Triangle Park, NC. The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Alliant Enterprises LLC d/b/a Alliant Healthcare Products, 333 Bridge Street NW, Suite 1125, Grand Rapids, MI 49504 for the purchase of a live cell fluorescence system (an Olympus Open Stand Microscopy System with Gemini Camera and vibration isolation table). The In Vivo Neurobiology Laboratory requires this equipment for high quality in vitro brain slice experiments. This equipment is highly specialized and only available from Olympus America Inc., or an authorized distributor. It has been determined that Alliant Enterprises LLC d/b/a Alliant Healthcare Products is the only service-disabled, veteran-owned small business (SDVOSB) authorized distributor for these Olympus products. This equipment has the following unique capabilities which meet the lab's requirements: Fluorescence, LED, IRDIC, long working distance condenser objectives, vibration free magnification changes and minimal noise operation. This equipment is needed for performing high quality in vitro brain slice experiments, which are essential to our NEHS mission. The anticipated period of performance will be 30 to 45 days after receipt of order. The statutory authority permitting other than full and open competition is 15 U.S.C. Section 657f, as implemented by the Federal Acquisition Regulation (FAR) 6.302-5(b)(6), Sole source awards under the Veterans Benefits Act of 2003. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 "Analytical Laboratory Equipment Manufacturing."
