Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-18-103 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-99. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with COSMED USA Inc. - 1850 Bates Avenue - Concord, CA 94520 to procure the following: 1. ITEM# A-661-230-025 PEA POD Infant Body Composition - Quantity (1) EA to include: PEA POD unit, electronic scale, volume phantom, calibration weight, chamber tray w/allen key, subject cap (10 pcs.), computer/monitor, printer, keyboard membrane, air intake pre-filter (4pcs.), window cleaner; window cleaning cloths (5 pcs.), software and user manual 2. On-Site Installation and Training - Quantity (1) Charge The NICHD requires equipment that will provide an evaluation of a newborn's body composition. In general, the NICHD propose that the evaluation of a newborn's body composition serves as a potential indicator of health issues later in life. The Pea Pod will allow the NICHD to conduct studies that will test this hypothesis. The Pea Pod system has the capability to define newborns as small, normal or large w/reduced, normal or increased fat content. An abnormal body composition can be used to identify newborns at a higher risk of metabolic complications, e.g., obesity, increased insulin resistance and metabolic syndrome later in life. This is relevant to the NICHD studies which is conducting longitudinal studies surrounding at-risk pregnancies and various treatment thereof. Being able to evaluate the body fat composition of a young child will offer great insight into the effects of prenatal treatment on a neonate. Which will, in turn, enable parents to better adjust the lifestyles of their children and themselves to encourage healthier and longer lives. Cosmed PEA POD use Air Displacement Plethysmography (ADP) to determine the body composition of small infants (weight between 1 and 8 kilograms). The use of ADP ensures that the process is completely non-invasive, make it safer for at-risk infants. The Pea Pod Infant ADP has proven to be successful for body composition measurement in children. Multiple articles have been written indicating that the body composition measurement provides a more accurate measurement for assessing nutrition in infants particularly preterm infants. The Pea Pod system is the only device available worldwide that utilized ADP to determine body composition through whole-body densitometry for accurately providing absolute (lb and kg) and percent body fat and fat-free mass in infants. The Pea Pod was developed and is manufactured by COSMED USA and is sold and distributed worldwide exclusively by COSMED and covered by US patents. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the services/products specified in this synopsis should submit a copy of their quotation to the following email address robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, delivery/turnaround timeframe, warranties and other information that demonstrates that the offer meets all the foregoing requirements. Quotations will be due ten calendar days from the publication date of this synopsis or by August 15, 2018 by 10:00am EST. via email to robinsti@mail.nih.gov. The quotation must reference "Solicitation number" NICHD-18-103.
