- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6 This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 18-223-SOL-00080. The solicitation documented and incorporated provisions and clauses in effect through the Federal Acquisition Circular (FAC) FAC 2005-97, Effective 24 Jan 2018 The associated North American Industry Classification System (NAICS) Code is 334516 Analytical Laboratory Instrument Manufacturing; Small Business Size Standard is 1000 employees. The US Food & Drug Administration (FDA) intends to issue a Commercial Item Firm Fixed-Price purchase order that meets the following specifications below. Please submit all quotes to be valid until September 30, 2018. The Detroit Laboratory (DET-LAB), Office of Regulatory Affairs (ORA), U.S. Food and Drug Administration (FDA) require a dissolution instrument with UV/Vis spectrometer to run dissolution analysis on pharmaceutical medications for shelf life and drug survey samples. The Detroit District Laboratory will be receiving up to 60 samples per month, through 2018 as part of its defined work plan. These investigative samples will be collected primarily from Department of Defense (DOD) and Veterans Administration (VA) stockpiles of medications, as well as from random locations for drug survey testing, and DET-LAB will receive and process samples from FDA ORA District Offices across the nation. To accommodate the large sample volume on a monthly basis, we will require a larger capacity for testing these samples than we have currently. The dissolution system and UV/Vis spectrometer will be essential to the DET-LAB efforts to ensure the US DOD and VA medication supply meets acceptable dosing limits for the medication. The dissolution system will allow the Detroit Laboratory to respond to testing requirements in a timely and efficient manner. See Attachment for complete RFQ.
