- Under the authority of FAR 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue an extension of the services under the GEOINT Workbench Foundation (GWF) contract. The GWF contract provides a modular, cloud-ready, enterprise solution that allows NGA customers, management, and analysts to securely manage GEOINT orders via a flexible workflow management solution. The system provides multiple layers of transparency and accountability into workflows necessary to generate products satisfying NGA commitments to its mission partners and the greater Intelligence community (IC). FG Workflow Services provides end to end production workflow and workgroup management for the NSG Foundation GEOINT Production Mission, including all its various sub domains and tradecrafts (e.g. Aero, Topo, Hydro, Geodesy, Safety of Navigation). The solicitation for GWF was issued under full and open competition and awarded in September 2013 to General Dynamics Mission Systems, Inc. (GDMS), 12450 Fair Lakes Circle Suite 800, Fairfax, VA 22033-3865. The NGA believes GDMS is the only source reasonably available to satisfy the requirements. Pursuant to FAR 6.3021(a)(2)(iii), the "services may be deemed available only from the original source in case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in - (A) substantial duplication of cost to the government that is not expected to be recovered through competition; or (B) unacceptable delays in fulfilling the agency's requirements." The extension is to support continuation and transition of ongoing GWF development efforts and the GEOINT broker initial prototyping of functionality and testing of development prototypes until the follow-on Foundation GEOINT Workflow Services contract is awarded. The period of performance for this requirement will be for 2 months. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
