Description
Currently SnoPUD owns, operates and maintains a 40 MVA, 115KV/12.47KV electrical transformer and overhead feeders on NAVSTA Everett and provides all commercial electricity to the Base under utility services Contract N62474-88-C-4950 which was established when construction began on the Base in 1990. Another commercial electrical feeder with geographic diversity is desired to improve energy security. NAVSTA Everett Public Works Department is investigating the possibility of obtaining a second electrical feeder from the Norton Electrical Substation at the Northeast Corner of the Base. In order to consider connecting the NAVSTA Everett electrical grid to the SnoPUD Norton Substation, the Navy is requesting SnoPUD to conduct a preliminary SIS. The SIS will evaluate SnoPUD ™s electrical system for capacity and design route(s) to serve NAVSTA Everett via a redundant feeder from SnoPUD ™s waterfront substation(s) to serve proposed loads identified in item 1 below in the event of a Navy Primary Substation transformer malfunction. NAVSTA Everett has informed the SnoPUD that they want to assess possible system impacts and costs for developing a feeder that will connect Navy Substation switchgear in a manner that provides an alternate source routing in the event of aforementioned substation transformer malfunction. The following would be addressed in the SIS. 1.NAVSTA Everett has identified a variable load profile for this site with a range from 7 MW to 18 MW. This variable load profile requires in-depth study by SnoPUD. The SIS will address this significant load profile variation resulting from NAVSTA Everett ™s role as a homeport for an extended battlegroup of ships. The study shall address potential for high load conditions creating power disturbance impacts on other customers served via nearby SnoPUD feeders. 2.This study will include a high-level breakdown of the estimated costs, timing and assumptions for engineering and construction of any feasible proposed upgrade or new service connection. 3.This study will assess the capacity needed to serve the estimated load as noted in item 1 above. SNOPUD to verify load profile using historical data from customer metering. 4.The study shall identify contingencies related to SnoPUD provision of capacity to this site within timeframes that meet the needs of the customer and the SnoPUD.
