- In accordance with FAR 19.1406, NASA Armstrong Flight Research Center intends to award on a sole source basis the subject requirement to NAVMAR Applied Sciences Corporation (NASC), C, 65 Street Rd, Warminster, PA 18974, a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. A sole source SDVOSB set-aside is authorized pursuant to 10 U.S.C. 2304(c)(5) or 41 U.S.C. 3304(a)(5), and FAR 6.302-5(b)(6) -- Authorized or Required by Statute Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f). Therefore, a Justification for Other Than Full and Open Competition is not required. NAVMAR shall provide a TigerShark, a Group 3 UAS, as a platform to flight test Digital Active Phase Array (DAPA) - Lite Air to Air Radar (ATAR). The Contractor will integrate the research payload, which includes the ATAR and associated avionics; and will support NASA's flight test of the system from Armstrong Flight Research Center (AFRC) (from here on referred to as the "Center") at Edwards Air Force Base (EAFB), in California. The Government intends to acquire a commercial item using FAR Part 12. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. PST on August 10, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency. Submittals should be made in writing to NASA/AFRC, Mailstop 1422/I, P.O. Box 273, Edwards CA 93523. NASA Clause 1852.215-84, Ombudsman, is applicable.
