- Sources Sought Notice: Explosive Ordnance Disposal Vehicular Blast Overpressure Tool The Army Contracting Command - Rock Island (ACC-RI) is posting this Sources Sought announcement to conduct market research and to identify potential sources capable of manufacturing and delivering the Explosive Ordnance Disposal Vehicular Blast Overpressure Tool (EODVBOT), Department of Defense Identification Code: ST07. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status. The NAICS code for this item is 325920, Explosives Manufacturing with a business size standard 750 employees. ITEM DESCRIPTION: The EODVBOT is a specialized class V energetic tool designed for use by EOD Soldiers that are tasked with the disruption and or render-safe of Vehicle Borne Improvised Explosive Devices (VBIEDs). The EODVBOT is constructed of a set of molded plastic bodies filled with PBXN-11 explosive and fire suppression powder. Each explosive module contains 0.7 pounds (lbs) of PBXN-11 and 1.35 lbs ABC powder. Each explosive booster/connectors contains 18 grams of PBXN-11. Three (3) Main assembly with ABC plugs installed per container are packaged in a PA60 ammunition container. The EODVBOT consists of individual explosive charges modules that may be used alone or linked together and deployed in a variety of configurations. Each module is factory loaded with a main charge explosive surrounded by a fire suppressant substance. The main charge explosive is composed and configured to achieve an optimal blast overpressure sufficient to disrupt the fuzing system of the VBIED. The fire suppressant functions reduce the flame and heat damage to minimize the propagation of fire to surrounding materials that may inevitably result from the detonation of the main charge. The Government anticipates initial deliveries to begin approximately 12 months after award, with an anticipated buy of approximately 6,300 EODVBOTs, requiring at minimum, fabrication, validation and testing the EODVBOT Assembly to meet all Technical Data Package requirements. REQUESTED INFORMATION: Interested companies should respond by providing the Government the following information: 1) A brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience) and their availability. If a respondent does not have adequate resources (facilities, technical, manufacturing, personnel, etc.) available, they are requested to describe their ability to obtain those resources and timeframe for implementation (identifying production lead-times to Design Verification Testing, First Article Test, and production); 2) Business size; according to SBA Table of Size Standards (https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf) based on NAICS 325920. 3) A brief summary of potential key subcontractor and which key components or processes would be subcontracted; 4) Identify if part or all of the requirements can be met by available commercial or non-developmental items; 5) Interested companies should provide minimum and maximum monthly production quantities for the EODVBOT's. 6) Provide a Minimum Economical Procurement Quantity; 7) Interested companies should also include a Rough Order of Magnitude for the quantity of 6,300 EODVBOT's (ST07) per year. 8) Identify if manufacturing resources are shared with other item/production lines and identify the approximate amount shared. All contractors interested in this potential future solicitation must be registered in the System for Award Management database.
