Description
This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. The associated North American Industry Classification System (NAICS) code is 334515 with a size standard of 750 employees. The Air Force Research Laboratory (AFRL) requires the purchase of assorted radiometer parts and supplies required to maintain the operational capabilities of ten (10) Radiometer Physics, GmBH (RPG) radiometers. The required components consist of sixty (60) radome sheets, two (2) data cables, two (2) dew blower motors, one (1) azimuth postioner power supply, and ten (10) sets of winter inlays for RPG standard radiometers. The Government intends to negotiate a sole-source contract with ATS Services Ltd, 35 Auriga Drive, Unit 213, Ottawa ON K2E 8B7. ATS is the only authorized US distributor/reseller for Radiometer Physics, GmBH, the manufacturer of the radiometers currently in use by the Government. The Government has determined that other companies' products do not meet, or cannot be modified to meet the Government's needs. RPG radiometer systems are currently in use for in-house research and the AFRL W and V Band Space Communications Experiment (WSCE) to provide calibration and backup to the ground terminals. To maintain operability, the Government requires additional radiometer parts and supplies for the equipment currently in use. As the radiometer market is quite limited, with few manufacturers, replacement parts and components are specific to each manufacturer. Replacement components must be technically compatible and interoperable with the existing equipment to ensure cnsistency and continuity in experimentation. RPG radiometers have custom internally fabricated hardware, custom firmware and software. Due to the specialized and proprietary nature of the equipment, there are no existing third party sources that possess the required technical knowledge or capability to provide the required RPG replacment components. RPG is the sole manufacturer of the required replacement components. ATS Services, LTD, as the only authorized US distributor/reseller of RPG products, is the only company capable of providing the required items. No other vendor offers a product which is compatible and interoperable with existing equipment. Use of another manufacturers products would cause the Government to experience a duplication of costs not expected to be recovered through competition. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to Leslie.Christoferson@us.af.mil. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2018. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
