- Description
- 1. The Regional Contracting Office Wiesbaden (RCOW) intends to competitively award a firm fixed price non-personal service contract to provide Research and Support services for the Army Community Services (ACS) Family Advocacy Program (FAP) for all assigned Soldiers, civilians and family members. The anticipated period of performance is one 7-month base period plus four (4) 12-month options. The contractor shall provide 24/7 on-call response assistance services. Contractor shall provide FAP knowledge and technical guidance to command. Contractor shall assist in developing and publicizing information about the seriousness of child abuse and spouse maltreatment, procedures for reporting all incidents of child or spouse maltreatment, and available services. Contractor shall assist in planning and coordinating a broad command education and awareness program. Contractor shall compile data, coordinate marketing of FAP educational resources and community events, schedule FAP training for the military components and family members and general community authorized support services, and maintain FAP records in accordance with (IAW) Army Regulation (AR) 608-18, 608-1 and AR 25-50. Contractor shall conduct and provide empirical research service of specific community groups based on age, ethnicity, community membership, etc. and specific behaviors, such as alcohol and drug use to identify trends in family issues such as domestic violence, child abuse, suicide ideations, etc. Contractor shall use the research data to make appropriate conclusions and recommendations to the FAP Manager upon request. 2. The Request for Quotes (RFQ) W912CM-18-Q-0045 will be issued on or about 17 August 2018. 3. The contractor shall comply with the Contractor Manpower Reporting (CMR) which is required on fiscal year basis (from 01 Oct to 30 Sep of the following year) for contract work done within that period. Report is due not later than 31 Oct of each fiscal year or earlier if contract expires before 30 Sep. Final contract payment shall be withheld pending completion of the CMR. Note that failure to comply with this requirement is grounds for contract termination. 4. Invoicing and payments will be processed electronically via the Wide Area Work Flow (iRAPT) portal as described in detail in the Addendum to 52.212-4. The contractor must identify an E-business point of contact in their Central Contract Registration (CCR). 5. The RFQ and any amendments will be posted to FedBizOpps.
