- The Naval Facilities Engineering Command, Far East (NAVFAC FE), Facilities Engineering and Acquisition Division (FEAD) Yokosuka intends to issue a solicitation for Integrated Solid Waste Management (ISWM) for General Waste Collection and Disposal Services at Residential and Non-Residential Areas in the U.S. Commander Fleet Activities Yokosuka (CFAY), Japan. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201 (e), this notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose other than market research. The intent of this notice is to identify potential bidders to ISWM. No solicitation or specifications are currently available. GENERAL INFORMATION FEAD Yokosuka is seeking to identify qualified, experienced, and interested businesses capable of performing the type of work as described herein. The proposed scope of work: The work includes, but is not limited to, all labor, management, supervision, tools, material, and equipment required to perform refuse collection, disposal and recycling at the U.S. Commander Fleet Activities Yokosuka (CFAY) Japan, include Yokosuka main base, Hakozaki, Azuma Island, Ikego and Urago areas. General Waste shall be segregated to combustible waste for disposal at CFAY Yokosuka main base solid waste incinerator plant, Bldg. 1829 disposal facility. Segregation and recoverable resources recycling and disposal shall comply with all applicable CFAY Qualified Recycling Program (QRP), CFAY Hazardous waste yard, prefectural and national Japanese laws and regulations. Business Permits and Licenses: General Waste Permit: The offeror shall submit a copy of collection and transportation permit for a general waste issued by Yokosuka City. In case the offeror does not possess the valid license at the time of proposal due date, a copy of receipt stamped application instead of the license will be considered, however a permit will still be required prior to commencement of work under the contract. Industrial Waste: The offeror shall submit a copy of the following collection/transportation and disposal licenses/permits, and intermediate processing/temporary storage depending on his/her Technical Approach for applicable waste items. The offeror shall possess all required permits in its own name. The permits issued by Yokosuka City and/or Kanagawa Prefecture, cities or prefectures that disposal facilities are located in are required for collection/transportation, temporary storage, intermediate processing, and/or disposal. The offeror shall submit at least the following four (4) permits; Waste Glass and Pottery, Ordinary Industrial Waste (OIW) Waste Plastic, OIW Waste Metal, OIW Waste Wood, OIW A combination of Recurring Work and Non-Recurring Work is anticipated. The period of performance shall be 1 December 2018 through 31 May 2020 with one-year and six month options. STATUS OF FORCES AGREEMENT: The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. SUBMITTAL REQUIREMENTS: Interested firms should submit Attachment 1: Statement of Interest Questionnaire. Respondents will not be notified of the results of the Navy s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
