Description
Notice of Intent to Sole Source contract and is not a request for competitive proposal. The statutory authority for this sole source procurement is FAR 6.301-1 (only one responsible source and no other supplies or services will satisfy agency requirements). The Bureau of Land Management (BLM), Oklahoma Field Office through the New Mexico State Office, intends to award a sole source firm fixed priced purchase order to: Amarillo Water Well Services, 13681 FM 2590, Amarillo, TX 79119. The North American Industry Classification System (NAICS) code for this requirement is 221310; the business size standard is $27.5. The Bureau of Land Management (BLM), Oklahoma Field Office (OKFO), manages 12,000 acres of public land known as the Cross Bar Management Area (CBMA). The property is located about 15 miles northwest of the City of Amarillo, Texas. The Cross Bar currently has a need for the exploration of new well sites one of which could possibly be developed, if determined that there are adequate water resources at the specific site. Amarillo Water Well Services has completed new wells on the CBMA in years previous. The company and its employees have vast knowledge about the property and surrounding private property ¿s and understand the formations well. They have perform all water well work on the adjacent landowner to the Cross Bar who is a permitee and are aware of this need and understands the engineering associated with the evolving water distribution system shared between the BLM and the grazing permitee. Competition is not available for this requirement because of the unique knowledge Amarillo Water Well Services has of the CBMA and with their understanding of the subsurface formations within the CBMA. Also due to the nature of the relationship between the BLM and grazing permittee and the work performed on both properties by Amarillo Water Well Services to supply water to grazing cattle through share water lines, it is vital to continue working with Amarillo Water well Services to maintain this working agreement. This notice of intent is not a request for competitive proposal and no solicitation document exits for the requirement.
