Description
RFP 70B06C18R00000131- CBP Logic Based Measurement Testing U.S. Customs and Border Protection (CBP) requires the development of Logic-Based Measurement (LBM) test items to be used in the Entrance Examinations for entry-level selection into mission-critical occupations. The target occupations reside within U.S. Customs and Border Protection (CBP), a component of the Department of Homeland Security (DHS). This Statement of Work (SOW) describes the requirements for the custom development of test items written in accordance with the Logic-Based Measurement taxonomy used at CBP. These items shall be incorporated into the applicable, existing, computer-based entry-level Entrance Examinations until sufficient item-level data has been collected to build new static or adaptive computer-based tests. This requirement is 100% set aside for small businesses as identified in FAR 19.000(a)(3). Only quotes submitted by small business concerns will be evaluated by the Government. Any quote that is submitted by a contractor that is not a small business concern under NAICS code 541611 will not be considered for award. As a result of this RFP, the Government intends to enter into a single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with the successful contractor. Firm-fixed priced Task Orders will be issued against the IDIQ, as required by CBP, for a period of performance of one (1) year from date of award with four (4) optional years. CBP will also evaluate a possible six (6) month extension under FAR 52.212-8 Option to Extend Services. Please see Attachment 3- Evaluation Instructions for further details.
