- Please note that this is NOT a request for quotes or proposals. The Government is seeking Information for market research purposes only. The Department of Veterans Affairs, VISN 2, Network Contracting Office (NCO2) is currently conducting a market survey for firms capable of providing the following: Siemens HVAC Controls Service Performance Period: 10/01/2018 to 09/30/2023 Contractor shall provide 16 service hours per month (Two 8-Hours visits per calendar month) of on-site service at the Northport VA Medical Center, 79 Middleville Road, Northport, NY. All work shall be performed during normal business hours, 7:00 am 5:00 pm, Monday through Friday. Work that must be performed after normal business hours should be coordinated with the Operations section work leader or Operations supervisor for generating a contract for this additional work. The service technician shall use prioritized lists (Primary List and Secondary List) provided by the Operations supervisor as their task lists. These two lists will be compiled by HVAC, Controls and Boiler Plant Shops. These lists will be kept in the Climate Control Room (CCR) located in Building 200, Sub-Basement Level. The technician should address the Primary List first; when it is complete, the remaining hours shall be utilized to address the items listed on the Secondary List. Labor cost for repair and replacement to address the items from the Primary and Secondary lists during scheduled site visits is part of this contract. Specific work to be performed at a minimum during these scheduled visits by the technician to include but not be limited to the following: Check and recalibrate and/or repair as necessary all relays on automatic valve actuators, check and lubricate all temperature control valves and differential pressure valve & repack as required, check and recalibrate PEs and EPs, check and recalibrate gauges, check related air compressor, check power supply voltages in respective DDC panel, and check and recalibrate as necessary pneumatic valves and transducers. Material required for repairs & replacement during the scheduled site visits will be provided by the Northport VA Medical Center. If not available, the contractor should provide a quote for the material required to address any issue listed on the primary and secondary lists. All material must be direct and exact replacement from the manufacturer. Provide emergency service to troubleshoot catastrophic HVAC control system failures where the failure causes widespread HVAC malfunctions or can interrupt surgeries or infection control systems, including steam control valves and their related controls. Online Emergency Service requires a maximum of 4-hours response time for remote troubleshooting, diagnostics, and repair efforts. Where a problem cannot be resolved after remote access, and on-site response is required, a qualified technician shall be on-site within 8-hours of placement of the initial trouble call to the vendor by the VA. A separate purchase order will be generated for this work at the contract labor rates. The contractor shall provide service and support for the Siemens system head-end server (Refer to below for details) and system software. This shall include a quarterly service of the head-end server by a qualified computer technician. This shall include diagnostics and adjustments to improve speed, reliability, and security of the system and shall provide upgrades to the latest software versions, both minor and major upgrades, within six (6) months of release. Hardware upgrades to the head-end server to support software upgrades and repair of failed hardware, shall be included in this contract. Perform database back-up monthly to service provider archives and a CD/DVD or thumb drive to be kept in the VA s Climate Control Room (CCR). Existing Siemens Server located at Climate Control Room: Make: Dell Model #: PowerEdge 1900 Network: (BACnet): Bacstac 6.0.7.0 (Networked to the VA) Year in service: Estimated since 2007 Operating System: Windows 2003 R2 SP2 Date of last software update: 2013 (Estimated) Software version: Insight 110.0.30900, Apogee 110.0.30900, MicroGragx Designer 9.0, Patchlink 6.4.0.405, WinCap 4.1.0.1753, USBLink 1.0.0 Where field hardware controller upgrades are necessary to support the software upgrades, or field hardware has failed, the contractor shall notify the medical center as soon as possible with a proposed resolution. The technicians may be provided an identification badge after being fingerprinted and background check performed. If provided, the badge must be worn at all times while working in the medical center. A lost or stolen badge shall be reported to the VA Police immediately. As a separate line item, contractor shall quote an hourly labor rate (determined by prevailing wage and/or GSA contract) to be applied to unscheduled or emergency maintenance to the Siemens controls.
