Description

See attached Sole Source Justification for more information. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within three days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Testing results provided by Educational Testing Service are of high interest to the Eisenhower School. Other DOD degree institutions require the GRE for admissions, including The Air Force Institute of Technology (AFIT) and U.S. Naval Post Graduate School (NPS). Since there is only one post graduate education testing service for the GRE, only one vendor is available. As a measurement for aptitude to succeed in a rigorous post graduate academic program, the results will provide The Eisenhower School, NDU and DoD a base line of selectee verbal skills, quantitative skills, and abstract thinking. It will also allow NDU to direct resources to those needing coaching. Educational Testing Service is therefore judged to offer the best value to the Navy for the required services. The applicable North American Industry Classification Systems (NAICS) Code is 611710. All responses may be emailed to Carmen Greenwood at carmen.greenwood@navy.mil and reference number N0018918H2466 no later than 1500 EST on 10 August 2018.
