- Performance Work Statement Enclosure B Tech Specs Enclosure A Bid Set Plans W912LR18B00030001 W912LR18B0003 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USPFO for Puerto Rico intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Modernization of billeting buildings #121 & 123 at Fort Allen Training Center in Juana Díaz, Puerto Rico. These building belong to RTI and provide dormitory facilities for enlisted soldiers during training. Billeting buildings 121 and 123 have two (2) levels with an approximate floor area of 5,386 SF each. The building has 4 apartments and shall be converted to an open bay concept for 10 beds per apartment with toilet and shower areas, laundry facilities, and janitorial rooms. The modernization project will consist of the removal and replacement of all of the windows, doors, existing interior and exterior finish materials and plumbing and a/c equipment. Works shall include the selective demolition of the interior, nonstructural partitions to include a new space planning design for a more mission compatible layout. Electrical works will consist of a complete retrofit including energy efficient lighting fixtures. Plumbing works will connect to the existing site utilities and all interior works include new piping and water efficient fixture replacements. Site works include new concrete pads for (8) new A/C condensing units and sidewalk replacement. The contract duration is 180 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude is between $500,000 and $1,000,000. The tentative date for issuing the solicitation is on-or about 8 August 2018. The tentative date for the pre-bid conference is on-or about 17 August 2018, 9:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 24 August 2018 via email to angel.f.solis.mil@mail.mil and carlos.m.riveramcdermott.mil@mail.mil. The bid opening date is scheduled for on-or about 11 September 2018. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at www.fbo.gov. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are -advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
