- Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, the Centers for Disease Control and Prevention (CDC) contemplates entering into a negotiated, Firm-fixed price type contract with IMS Government Solutions of Fairfax, VA. The Centers for Disease Control and Prevention (CDC), Office of Public Health Scientific Services (OPHSS), Center for Surveillance, Epidemiology and Laboratory Services (CSELS), Epidemiology and Laboratory Services, Division of Health Informatics and Surveillance, needs to obtain full access to IQVIA's E360 platform and tools, including access to PharMetrics plus and longitudinal cohorts, and downloads of data for analysis outside the platform from IMS Government Solutions. Three seats will be first purchased on the base year. A seat transfer process will be developed to allow the scientists participating in the IQVIA pilot to maintain their skills, continue their studies and support others across the agency learn more about the use of Electronic Medical Records on e360 platform. The users will have access to IQVIA's Ambulatory Electronic Medical Records (AEMR) data, PhaMetrics, longitudinal patient cohorts and linked data. The number of seats to be purchased in the following year will be determined based on the experience gained by CDC scientists, the findings of their studies and implications for public health practice, and the emerging needs for having access to this kind of data from large clinical practices and physician networks that IQVIA e360 provides. The anticipated period of performance is 9/15/2018 - 9/14/2020, base and option. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 15. To the best of our knowledge IMS Government Solutions is sole source; their IQVIA's client solutions are powered by the IQVIA CORE TM. The CORE enables IQVIA to provide customized solutions for clients leveraging the world's largest curated healthcare information source, advanced analytics, leading technologies and extensive industry knowledge across diseases, geographies and scientific methods. An evaluation of other companies' products determined IQVIA is the only one that meets the requirements to provide near real time, current data of a population size that lends itself credible to research studies. In addition, IMS Government Solutions is the only provider that gives researcher (users) access to the data so they can manipulate as needed to build their phenotypes into cohort studies. However, any responsible source who wishes to be considered may submit a capability statement addressing the requirements of the solicitation for our review prior to July 30, 2018. The solicitation and any amendments to the solicitation will be posted on www.fedbizopps.gov on July 31, 2018 when issued. No hard copies of the solicitation and amendments will be mailed.
