- The U.S. Fish and Wildlife Service in Albuquerque, NM hereby submits a notice of intent to award a sole source, contract to Eagle Environmental Inc., DUNS# 016113057. This contract action is for commercial services under NAICS code 541620 Environmental Consulting Services for which the agency intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b), Simplified Acquisition procedures. The contract period is for a Base Year plus One Option Year with a two-year value of $35,422.00. Eagle Take Permit Processing: The U.S. Fish and Wildlife Service ¿s Division of Migratory Bird Management, National Raptor Program (NRP), has been tasked with promptly developing an expedited eagle incidental take permit process for structures and activities that are sited in low-abundance eagle use areas. The Service ¿s NRP is tasked with conducting scientific investigations to support permitting decisions regarding take of raptors, for developing regulations and policies governing take of raptors, and for producing guidance useful in developing permit applications for take of raptors. The low-risk eagle take permit process will identify geographic areas where eagle abundance is predictably low enough that pre-construction, site-specific surveys are unlikely to produce information useful in estimating eagle fatalities to inform permitting decisions. The work involved requires prior experience and familiarity with the Service ¿s eagle take permitting process and guidance, particularly Appendix B Eagle Conservation Guidance (ECPG), Module 1, Wind Energy. Eagle Environmental Inc. has the unique combination of in-depth knowledge of the ECPG, expertise with eagle biology, and a comprehensive understanding of the Service ¿s eagle permitting program that can immediately provide effective assistance. This announcement constitutes the only notice. This is not a request for competitive quotes. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive.
