Description
INSTRUCTIONS TO OFFERORS The full solicitation, with specifications and drawings are located in the Plan Room. Use the Plan Room Key below for access. OFFERORS'S QUESTIONS AND COMMENTS Technical inquiries and questions relating to this solicitation are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org) No Later Than (NLT) seven (7) days prior to the date proposals are due. To submit and review inquiry items, prospective vendors will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A prospective vendor who submits a comment /question will receive an acknowledgement of their comment/question via email. Another email to the same address will notify the prospective vendor once the reply is available for viewing. ***Please Note: Bidders shall only submit one question per inquiry. All inquiries containing multiple questions shall be rejected. The Solicitation Number is: W912DQ18R4008 The Bidder Inquiry Key is: Q26H6K-M9MR6C The Plan Room Key is: HVVIHJ-3MHBM9 Specific Instructions for ProjNet Bid Inquiry Access: (a) From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen. (b) Select the agency USACE. (c) Key. Enter the Bidder Inquiry Key listed above. (d) Email. Enter the email address you would like to use for communication. (e) Click Continue. A page will then open saying that a user account was not found and will ask you to create one using the provided form. (f) Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. (g) Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system. Specific Instructions for Future ProjNet Bid Inquiry Access: (a) For future access to ProjNet, you will not be provided any type of password. You will utilize your Secret Question and Secret Answer to log in. (b) From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen. (c) Select the agency USACE. (d) Key. Enter the Bidder Inquiry Key listed above. (e) Email. Enter the email address you used to register previously in ProjNet. (f) Click Continue. A page will then open asking you to enter the answer to your Secret Question. (g) Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. Offerors are requested to review the specification in its entirety, and review the Bidder Inquiry System for answers to questions prior to submission of a new inquiry. The ProjNet call center operates weekdays from 8AM to 5PM U.S. Central Time Zone (Chicago) or by appointment for OCONUS. The telephone number for the Call Center is1-800-428-HELP. Email to staff@rcesupport.com. Prior to submitting your proposal, vendors must be actively registered in the System for Award Management (SAM) system. All vendors must verify their information through this web site. Due to alleged fraudulent activity in SAM.gov, SAM is implementing tighter controls on the registration process not only for new entities but also existing entities when updating or renewing their data in SAM. An original, signed, and notarized letter identifying the authorized Entity Administrator for the entity associated with the DUNS number is now required before a new SAM.gov entity registration will be activated or an existing entity is updated or renewed. **SAM NOTARIZED LETTER PROCEDURES: An original, signed, and notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number is now required before a NEW SAM.gov entity registration is activated or an EXISTING entity is updated or renewed. The notarized letters MUST BE POSTAL SERVICE MAILED (not emailed or faxed) to the "FEDERAL SERVICE DESK" and must contain the information outlined in the "instructions for domestic entities" or "instructions for international entities" located at https://www.gsa.gov/about-us/organization/federal- acquisition-service/office-of-systems-management/integrated-award-environment-iae/sam- Templates for appointing an Entity Administrator are included within the respective instructions.**
