- National Institutes of Health, National Cancer Institute, Frederick National Laboratory for Cancer Research Opportunities-Special Announcements: This Special Notice is not a formal Invitation for Bid (IFB), Request for Proposal (RFP), Request for Quotation (RFQ) nor any type of solicitation for offers. In accordance with FAR 15.201(d), this special notice is intended FOR INFORMATIONAL PURPOSES ONLY in order to: 1) publicize the requirements of the Frederick National Laboratory for Cancer Research (FNLCR); and 2) increase participation by qualified HUBZone small business, small, small disadvantaged, women-owned small business, veteran-owned small business and service-disabled veteran-owned small business concerns, as applicable. The FNLCR is a Government-Owned Contractor-Operated (GOCO) Federally Funded Research and Development Center (FFRDC) located at Fort Detrick, Maryland. The FNLCR partners with university, government, and corporate scientists to speed the translation of laboratory research into new diagnostic tests and treatments for cancer and AIDS. FNLCR is a multi-program laboratory currently operated by Leidos Biomedical Research Inc. (Leidos Biomed) for the National Cancer Institute (NCI) under Prime Contract No. HHSN261201500003I, which provides Operations and Technical Support (OTS) for the Frederick National Lab. The Government assumes no liability for reimbursement for any effort or associated costs to respond, nor for any information provided as a result of this notice as no information is being requested. Please be advised that any submissions provided despite the aforementioned notice that no information is requested become Government property and will not be returned, nor will there be any ensuing discussions or debriefings of any responses. Responses submitted to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site and any sites referenced herein for additional information pertaining to business opportunities with the FNLCR, if any. Background Information: The Beau Biden Cancer Moonshot SM, focuses on accelerating the progress in cancer prevention, detection, diagnosis, research and care. One of the recommendations from the Blue-Ribbon Panel of the Cancer Moonshot is the creation of a "National Cancer Data Ecosystem (NCDE)." The infrastructure to enable linkages among disparate data types is critical for the interoperability of the NCDE, and is the focus of this project. There are multiple dimensions on which datasets can be connected depending on the nature of the research questions. The ability to connect disparate data sources at the patient-level without compromising patient privacy or confidentiality is critical to the success for interoperability of the NCDE, as it will enable enhancement of these data sources for researchers. This connectivity would include data generated from a variety of data sources and represent different aspects of a cancer patient's experience over time. For example, during the primary diagnosis of a cancer, a patient may have both genomic testing and clinical imaging done within a relatively short period of time, but many years may pass before a patient develops a recurrence that would generate additional data. In all these cases, it is critical to connect the various data to create multi-modal, longitudinal data sets. Further, with the launch of multiple private data sharing platforms, such as ASCO's CancerLinQ, AACR's Genie, and ORIEN, and overlap among the academic institutions participating in these data sharing endeavors, the need to identify and link patient-level records across datasets becomes even more crucial to rapidly move the science forward, leveraging existing data where possible. Description of Work: The purpose of this work is to engage an individual or an organization, here by identified as Subject Matter Expert (SME), to assist LBR in understanding the landscape and capabilities of privacy preserving patient record linkage software (P3RLS) in the context of NCI needs, and ultimately make a recommendation of the top existing software products to be used for pilot testing and developing the associated evaluation criteria for that pilot testing. The infrastructure to enable linkages among disparate data types is critical for the interoperability of the NCDE. This project will assess, review, and make recommendations about the available methodologies relevant to the use of P3RLS based on patient identifiers. The proposed methodologies must be scalable to handle large datasets (on the order of tens of millions of patients). Working with LBR and the Government, the SME shall provide a detailed landscape survey and systemic review to assess existing encryption and linkage methods for accuracy, flexibility, security, scalability and usability.
