Description

PROJECT 539-17-102, Relocate PM&R to Basement of Building #2 (Cincinnati VA Medical Center) CONTRACTOR SHALL provide any supervision, tools, labor, materials, equipment, demolition, and/or removal required to complete Project 539-17-102 at the Cincinnati VA Medical Center located at 3200 Vine Street, Cincinnati, OH 45220. For more information, see Section C of this solicitation. THE SCHEDULE OF BID ITEMS (DEDUCT ALTERNATIVE) IS LOCATED IN SECTION L. Offerors shall bid both Bid Items. A single contract award will be made on either Bid Item #1 or #2, in that order of precedence based on available funding. THE PERIOD OF PERFORMANCE for this project will be 365 calendar days from the issuance of the Notice To Proceed (NTP). This time period includes all lead times for material/equipment acquisition, document preparation, and all submittal processing by a third party. NOTICE OF SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) SET ASIDE: This solicitation is issued in accordance with Sections 502 and 503 of Public Law 109-461, the Veterans Benefits, Health Care, and Information Technology Act of 2006 as amended (38 U.S.C. 8127-8128) as a set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors. Pursuant to 38 U.S.C. 8127(d), competition is restricted to SDVOSB construction firms, as there is a reasonable expectation that two or more offers from SDVOSB contractors will be received under this solicitation. All prospective offerors must be verified in the VetBiz.gov database as a SDVOSB to be considered for award. Please see applicable solicitation provisions and clauses for more details concerning eligibility requirements. See Section I clause VAAR 852.219-10. THE NAICS CODE for this acquisition is 236220, Commercial and Institutional Building Construction, size standard $36.5M. THE MAGNITUDE OF CONSTRUCTION FOR THIS PROJECT IS ESTIMATED TO BE BETWEEN $1,000,000 AND $2,000,000. OFFERORS ARE CAUTIONED to include in bids any clause/provision requiring completion by the offeror, eg, Section I clause FAR 52.223-9 Alt I, and to note the stated applicabilities of some clauses/provisions to certain Specification Sections. A SITE VISIT IS SCHEDULED for 1:00 PM EST on Wed 08-15-2018. See Section L provision FAR 52.236-27 Alt I for more info. QUESTIONS AND REQUESTS FOR INFORMATION must be directed by email to julie.stout@va.gov no later than 08-27-2018. Answers will be provided via solicitation amendment posted to FBO.gov. Late questions/RFIs may or may not be answered. BID OPENING will take place at the location shown on the SF1442 in Block 8 on the date and time shown in Block 13 unless amended.
