Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID), of the National Institutes of Health (NIH), intends to negotiate on an other than full and open basis with the University of Oregon, Corvallis, OR to procure RNA/DNA Isolation and additional sequencing services. The microbiome studies to be performed will provide a unique opportunity to ascertain whether the microbiome plays a role in the induction or amelioration of intestinal inflammation observed in Crohns Disease. Many centers are presently evaluating this question however the present study affords the opportunity to evaluate patients pre and post treatment with a medical therapy that will increase the patients natural innate regulatory suppressive immune system. As such the studies involve a comprehensive survey of organisms in bacteria (or other organisms) associated with the intestinal tissue of study patients. This will include 16S ribosomal gene and shot gun metagenomic analysis of provided intestinal biopsy and stools specimens. To maintain the integrity of on-going research, NIH intends to continue sample analysis with this vendor. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-1922072) to Michael Barrett at michael.barrett@nih.gov, by 4:00 pm mountain standard time Thursday, August 23, 2018. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
