- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with PhaseTech Spectroscopy, Inc. 3676 Kinsman Blvd., Madison, WI 53704-2509. The sole source justification is based on the following: The National Institute of Standards and Technology (NIST) requires a 2D IR Mass Spectrometer with the following specifications. 1.IR pulse sequencer with the following specifications: a.Spectral coverage: (2.6 to 10) m via 3 grating sets b.Spectral resolution: better than 5 cm-1 at 5.5 m c.Maximum double pulse delay (t) greater than 5 ps at 5.5 m d.Double pulse delay resolution less than 50 fs e.Maximum probe pulse delay () greater than 100 ps f.Probe pulse delay resolution less than 15 fs 2. IR detector/spectrometer a.LN2 cooled 2D MCT array b.Dewar Minimum hold time of 8 to 10 hrs c.Spectral coverage: (2. to 10.5) m d.Spectral resolution: better than 1 cm-1 /pixel at 5.5 m e.Two gratings for high (75 l/mm) and low (30 l/mm) resolution operation. f.Minimum number of pixels:128x128 g.Minimum number of bits resolution: 14 2.System optics a.All optics necessary for 1.generation of IR pulse sequence 2.recombination at sample 3.transport to spectrometer/detector b.shall be provided in an integrated, enclosed, purgeable housing with an overall footprint not to exceed 24"x55" c.Optics shall include appropriate attenuation for pump, probe and reference beams. 3.System performance a.Single-shot probe and reference spectrum acquisition at 3 kHz b.Pump pulse pair cycling at 3 kHz c.Vendor-provided phase cycling schemes for scatter free non-colinear probe (4 pulse sequence) 4.Control electronics and software a.The system shall be completely controlled by vendor provided software. Bug-fixes and updates shall be provided at no cost for 1 year after installation. b.Software shall allow independent operation of shaper for ‘external' experiments (2D-SFG). c.Vendor shall provide a control computer, monitor, keyboard and mouse compatible with system hardware. 5.Electrical a.Each powered component shall operate on less than 15A/120 VAC. b.Total electrical load of the system (spectrometer, including camera, chiller, computer, etc.) not to exceed 45A at 120 VAC. PhaseTech Spectroscopy is the only known company to manufacture a 2D IR spectrometer. PhaseTech Spectroscopy is a small business and they the only known source available to manufacture and supply the required 2D IR spectrometer. The NAICS Code is 334516 with a size standard of 1,000. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 9:00 am ET August 20, 2018, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
