- This is a Sources Sought Notice. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Canandaigua, NY for the purpose of collecting information about Therapeutic Horticulture Services for the Canandaigua VA Medical Center. The VA is seeking to provide for this requirement within 60 days of the award of the contract. The NAICS code identified for this requirement is 624310 Vocational Rehab Services. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Janine Childs at Janine.Childs@va.gov. Phone calls will not be accepted. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. STATEMENT OF WORK THERAPEUTIC HORTICULTURE SERVICES CANANDAIGUA VA MEDICAL CENTER This firm fixed price purchase order is for the Therapeutic Horticulture (TH) program for Veterans located within five counties of the Canandaigua VA Medical Center, 400 Fort Hill Ave, Canandaigua, NY. Period of performance shall be from September 19, 2018 September 18, 2019. The goal of the TH program is to engage Veterans in health care through the provision of alternate modalities of treatment. This program will be designed to work with Veterans to improve their quality of life by teaching them to grow healthy food using sustainable agricultural practices and then provide instruction on the preparation of harvested food. This program specifically addresses quality of life by improvement of pain through purposeful movement. The Canandaigua VAMC will contract with a community organization to provide Therapeutic Horticulture services to eligible beneficiaries of the Canandaigua VAMC. This model of alternative treatment will offer the services defined below and the contract facility must be located within a 5-county geographic area served by the Canandaigua VAMC, which consists of the counties: Wayne, Seneca, Livingston, Ontario and Monroe. SERVICES TO BE PROVIDED The contractor shall furnish each Veteran referred for care under this contract with the following basic services: Didactic program instruction the Veteran how to grow food using sustainable agricultural practices. Experiential program that will allow the Veteran to participate in gardening skills that may include things such as soil testing, transplanting plants, identifying weeds and pests, harvesting and washing produce and other gardening skills. Life Skills program that will instruct the Veteran in healthy use of fresh produce. Contractor must have insurance coverage in effect at all times. The services in this contract are limited to Veterans who reside in the Five County geographic area served by the Canandaigua VAMC. Therefore, contractor must be located within with this demographic area. Eligible Veterans will participate in the program once a week for up to 10 consecutive weeks, depending on session attending. Program Description: The structure of each program offered shall remain consistent across all Therapeutic Horticultural Sessions. The design for each group will be to involve small groups of veterans in Therapeutic Horticultural (TH) activities that will enhance quality of life identifiers for participating individuals. Therapeutic Horticulture Activities: A Didactic Class - topics that enhance foundational learning and skills in horticulture. Experiential Content - hands-on activities that allow for skill development and social interaction. Culinary Arts Instruction - includes food preparation, health and nutrition Materials, Tools and Equipment provided: Contractor shall provide knowledgeable and experienced staff familiar with and having expertise in working with military veterans. The farm and kitchen shall have the necessary materials to teach basic horticulture and culinary skills including but not limited to the following: Growing/Greenhouse with heaters and lamps Seed Trays Organic Seed and Soil Farm Tools & Implements Fully Equipped Kitchen Materials for specific project: i.e. Bee Hives, Garlic processing materials etc. Areas to Interact Socially Therapeutic Sessions: Veteran Farming and Wellness Program: Fall Harvest/Preparing Fields for Rest, 09/19/2018 11/14/2018, shall be available for a group of up to 7 veterans for 6 weeks. Spring Crops/Setting up Fields, 03/06/2019 - 05/01/2019, shall be available for a group of up to 8 veterans for 9 weeks. Summer Harvest and Produce Management, 05/08/2019 - 07/17/2019, shall be available for a group of up to 8 veterans for 9 weeks. Late summer/early fall Harvest and Produce Management, 07/24/2019 - 09/18/2019, shall be available for a group of up to 8 veterans for 9 weeks. Advanced Agricultural Vocational Training: Fall Harvest and individualized programs (advanced), 09/19/2018 11/14/2018, shall be available for a group of up to 6 veterans for 9 weeks. Summer Harvest and Produce Management and individualized program (advanced), 05/08/2019 - 07/17/2019, shall be available for a group of up to 6 veterans for 9 weeks. Late summer/early fall Harvest and Produce Management and individualized programs (advanced), 07/24/2019 - 09/18/2019, shall be available for a group of up to 6 veterans for 9 weeks. Workshops: Food Preservation in sustainable agriculture: This program will focus on ways to preserve food both for short and long-term use. The course will discuss the best ways to keep harvested food fresh and usable during the growing season. The program should also focus on food preservation using freezing, canning, pickling and dry storage. The course shall specifically focus on the special concerns for the small grower. Carpentry for raised bed farming for the disabled: This program shall be led by a master carpenter who will address the challenges of building and placing raised beds that will be accessible for the disabled child or adult. This shall include hands on instruction and use of tools. Draft Horses for gardening and small farming: This program shall be led by an experienced teamster who will give an overview of the use of draft horses in farming including demonstrations of harnessing and driving draft horse. The program shall specifically address the challenges of using horses on small farm vegetable and hay operations and considerations for the Veteran considering using draft animals on their farm. Role of beekeeping in small scale farming: This program shall be led by an experienced beekeeper who will discuss the role of bees in pollinating and enhancing production on a small farm. In addition, the workshop shall discuss the initial steps for starting and maintaining bees. The workshop shall also describe the necessary materials needed for harvesting and storing honey. Composting for the small-scale farmer: This program shall be led by an experienced farmer with a long history of using different materials for composting including organic materials and also animal manure. The program shall give an overview of the importance of compost and the steps to produce a high-quality compost with simple materials. There shall be a hands-on demonstration of composting materials (organic materials and horse manure) and how to handle each to produce compost.
