- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. All responsible sources may submit a quotation which, if timely received, will be considered by the Agency. Contract will be evaluated on Low Price Technically Acceptable (LPTA). NAMRU-Dayton requests the immediate acquisition for a one time FFP contract for (4) independent single lane rotarods, (4) home cage activity monitors, and (4) active avoidance shuttle boxes to support a real time animal model test battery used under simulated fighter pilot conditions. The rotarod test is an industry test for assessing rodent motor coordination, grip strength and endurance. For our specific needs, they have to be individual single lane rotarods using a quiet direct drive motor, a textured running surface (so the test subjects have proper traction allowing them not to slip but also not to grip it so well that they would be able to hold themselves in one place on the wheel), and an extended drop height (>15") that discourages what the industry terms 'lazy drop offs', and a shock grid flooring motivator. The top portion of the system should be open (or have a perforated sides) to allow air or chemicals to pass through and or maintain the pressure (altitude) of the external chamber accurately. Motor activity (or open field) home cage test systems are a standardized toxicological testing tool widely used for assessing general locomotor activity, exploratory behaviors and anxiety in rodents. We request the smaller version of the standard arenas which are called home cage activity test systems. It is critical that our chambers can be customized to allow air or chemicals to pass through the internal chamber and that they maintain the pressure (altitude) of the external chamber accurately. Therefor either perforated lids or sides is required. Additionally, due to chamber design constraints it is necessary that the arenas allow easy removal from the frame with beams for loading/unloading and cleaning outside of the environmental chambers. Active avoidance testing is an industry standard testing paradigm to assess conditioned learning and memory in rodents. We require chambers (often referred to as shuttle or skinner boxes) that offer dual stimulus (light and tone) output, shock-grid flooring, an automated center door and overall dimensions that allow for the placement of 2 test systems in each of our 2 custom designed environmental chambers. It is critical that our chambers can be customized to allow air or chemicals to pass through the internal chamber and that they maintain the pressure (altitude) of the external chamber accurately. Therefor either perforated lids or sides is required. All 3 test types must be customized so that the overall dimensions allow for (2) test systems to be placed into a single 30"W x 30"D x 25"H environmental chamber including room for top loading if applicable. It is important that all 3 test types can be easily interchanged within the environmental chambers therefore a central node or control unit and data acquisition software that can power and communicate with all (3) systems is highly recommended. Based on experimental design in conjunction with unique customized environmental chambers, as stated previously within in each test system above, we require an all or nothing approach from a vendor that can offer all 3 systems fully customized to our specifications and driven by a single node or control unit type utilizing USB to PC connectivity and data control and acquisition software that accommodates all three units for simplifying data analyses in order to meet customer deadlines. Finally, this is an extremely time sensitive experiment and deadlines must be met. The company must be able to fabricate customized test systems and have them delivered and offer any necessary support or training within 6 weeks of award. All items will be shipped to Wright Patterson AFB, Ohio 45433. The quote should include all applicable shipping and handling costs. As NAMRU-D is a Government facility, no sales tax will be paid. All invoices will be submitted electronically through Wide Area Work Flow (WAWF) - Invoicing Receipt Acceptance Property Transfer (iRAPT).
