- NOTICE OF INTENT: The U.S. Department of Energy (DOE), Office of Environmental Management (EM), Portsmouth/ Paducah Project Office (PPPO), intends to negotiate a sole source (up to) six month extension from October 1, 2018 to March 31, 2019 and intends to issue a modification under the PPPO/DUF6 Engineering and Operations Technical Services (EOTS) task order with Strategic Management Solutions, LLC (SMSI), Contract No. GS-10F-0061R/Task Order No. DE-DT0005643, by means of other than full and open competition. The anticipated award date of this contract extension is on or before September 30, 2008. SMSI possesses the necessary approved programs, policies, procedures and certified personnel for performing the oversight required by this task order. Should all six months be required, the estimated dollar value of this contract action is between $5 and $6 million. All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL The Government does not intend to pay for information provided in response to this publication. Written responses to this notice must be submitted No Later Than Close of Business, 4:30 PM EST, August 21, 20185 and shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements to the Point of Contact listed below. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these immediate requirements. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE Description: The PPPO located in Portsmouth, OH, Paducah, KY and Lexington, KY requires a contractor to provide technical and administrative support to assist DOE with the oversight and management of the clean-up activities at the Portsmouth Gaseous Diffusion Plant (GDP)/site in Pike County, Ohio and the Paducah GDP/site in Paducah, Kentucky; operation of the Depleted Uranium Hexafluoride Conversion Project (DUF6) in Pike County, Ohio and Paducah, Kentucky. The contractor will provide various technical, engineering and administrative functions at one or all three locations depending on the task, which include but are not limited to: Deactivation and Remediation (D&R) at Paducah; Decontamination and Decommissioning (D&D) at Portsmouth; infrastructure support, Safeguards and Security (S&S) Oversight, Environmental Safety and Health (ES&H), Field Services and Regulatory Oversight, Quality Assurance Oversight, Nuclear Material Management Oversight, Nuclear Safety Basis Oversight and Safety Management Program Support, Environmental Risk Assessments, Information Technology (IT), Cyber Security, Technology Software and Hardware Procurements Support, General Administrative Support, Records Management Oversight, Project Planning, Integration and Contract Management Oversight, Asset Recovery/Personal Property Transfer Oversight, Real Property Transfer Oversight, Public Affairs/Community Relations Oversight, and Portsmouth and Paducah Stakeholder Involvement Oversight.
