- The Department of State Office of Acquisitions Management, on behalf of the Bureau of International Information Programs, Office of Analytics issues this special notice of its intent to negotiate a sole source award (base and up to four 1-year options) to SimilarWeb for access to its non-owned website analytics toolused to track traffic and engagement on millions of non-Department owned websites and applications around the world. The unique features of this specific analytic tool includes the following: Data Access : Engagement, referral, audience, paid marketing, and search keyword data from both desktop and mobile sources for 3 million mobile applications and 80 million websites globally across 190 countries. Engagement Data: Inclusion of metrics regarding on-site and on-app engagement from both desktop and mobile sources to include total visits, unique visits, average visit duration, pages per visit, bounce rate, daily active users, open rate, average monthly downloads, user retention, and rank by geography. Referral Data: The ability to map out referral sources to websites and mobile applications from both desktop and mobile sources by channel type (e.g. direct, social, organic, search engine, email, etc.), referral category (e.g. new and media, technology news, software, sports, etc.), search engine type (e.g. Google, Baidu, Yandex, Yahoo, etc.), social channel type (e.g. WeChat, Facebook, VK), and the top referral sources themselves; furthermore, the ability to determine where desktop and mobile traffic travels after leaving a particular website. Audience Analysis Data: The ability to analyze typical audience interests by category (e.g. finance, sports, news, politics, etc.), for desktop and mobile users, associated with a particular website or mobile application and to identify the extent to which a particular website or mobile application shares an audience withanother. Paid Marketing Data : The ability to determine the percentage of traffic to a particular website that comes from paid search or display network sources versus organic sources and to determine where users travel to after clicking on display advertisements from a particular website. Search Keyword Data: The ability to analyze the extent to which a particular keyword produces desktop, mobile, and paid traffic to a particular website or mobile application vis-a-vis all other websites or mobile applications to which the keyword also sends users; furthermore, the ability to determine the average cost per click (CPC) of a given keyword. Filtering: The ability to filter relevant data on websites and mobile applications using 25 main categories and 219 subcategories. Popular Pages: The ability to determine the most popular and trending internal pages, folders, and subdomains of a particular website. API Access: An Application Programing Interface (API) for use by Department of State developers and analysts for the purpose of creating custom dashboards and reports. Methodology: Methodology based on global panel data collection, global ISP data from partners, public data, and direct measurement. Data Visualization: The ability to generate and export (as PDF files) custom reports and dashboards based on particular website and mobile application analyses that the user conducts on-platform. Additionally, customer services will be provided from 9am-5pm M-F, reachable via on-platform chat box. Respond to this requirement by submitting written capabilities/specifications to the Contracting Officer at the email address provided. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be placed with SimilarWeb. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items. There is no solicitation package available.
