- REQUEST FOR INFORMATION DEPARTMENT of HOMELAND SECURITY IMMIGRATION and CUSTOMS ENFORCEMENT AUSTIN, TEXAS A. Introduction The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) is issuing a Request for Information (RFI) to identify potential sources in the Austin, Texas area, capable of providing the physical structure, equipment, personnel and services, in a properly staffed and secure environment under the authority of the Immigration and Nationality Act, as amended. The facility should be located within 50 miles of the Austin Sub-office located at 300 E. 8th street Austin, Texas 78701. The information obtained through this RFI is to obtain market information and capabilities for planning purposes and to determine appropriate strategies to meet the Agency's requirements. ICE intends to release a Request for Proposal (RFP) for this requirement in approximately 15-30 days and anticipates full performance for the requirement to begin by January 1, 2019. However, this RFI is issued solely for information and planning purposes and does not constitute a RFP or a commitment for an RFP in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI will not be returned. ICE is responsible for the detention of aliens in removal proceedings and aliens subject to final order of removal. ICE houses detainees in a variety of federal, state, local, and private facilities. ICE requires a facility and operator to fulfill the transportation, detention, and guard portions of ICE's mission in the Austin, Texas area. Interested parties may consider existing facilities where one can augment support services, such as: food, maintenance, laundry, and utilities as a way of minimizing construction costs, build-out time, and operational expenses. The ideal facility or facilities will provide both medium to maximum security case beds and low to minimum security case beds, shall be designed and operated to process and house adult (female) detainees, including the full range of criminal and non-criminal cases, and provide both transportation and guard services in a manner consistent with ICE's Performance Based National Detention Standards (PBNDS) and its civil detention reform initiatives. B. Facility Overview The facility(s) should offer the following: Note: this information is notional and provided merely for estimating purposes and is subject to change. B.2 - Facility Spaces • Medical facilities including sufficient administrative, examination, and clinical space for ICE Health Service Corps (IHSC) staff of approximately 42 employees, including: o 4 managers/administrators o 5 health service providers o 3 Mental Health o 18 nurses o 2 pharmacy providers o 2 dental providers o 3 records technicians Additional administrative areas for IHSC staff:  Break room with kitchenette  Secure Medical Records Storage Room  Storage Room • Back up/ emergency generators • Outdoor and Indoor recreation • Law Library • Space for visitation • Immigration courtrooms • Space for religious services and programming B.3 - Staffing and Support Spaces • Administrative office space for ICE enforcement staff of approximately 27 employees, including:  1 managers/administrators/ Assistant Field Office director (AFOD)  2 supervisory detention deportation officers (SDDO)  19 officers  4 Enforcement & Removal Assitants (ERA's)  1 Mission Support Specialist  1 COR (Detailed DO)  1 I/T Specialist • Additional administrative areas for ICE enforcement staff:  Conference Room  Mail Room  Storage Room  Public Entrance/Lobby • Vestibule • Visitor Check-in/Pre-Screening Area • Weapons Drop Room • Visitor Property Lockers • Visitor Security Check-In Area • Reception/Security Post • Visitor Waiting Area • Visitor Vending Area • Visitor Restrooms - Male and Female  Printer/ copier Area  Officer Restroom - Male/Female  Staff Services/Training • Exercise Room • Break room with kitchenette • Vending area • Male staff lockers • Male staff restrooms • Male staff shower • Male shower dressing area • Female staff lockers • Female staff restroom • Female staff shower • Female staff dressing area • Secure ICE processing area, including: o Holding capacity of at least 63 detainees, separate from the facility's hold room area. o A holding area (lounge) sufficient to accommodate at least 10 juveniles separated by gender and compliant with the settlement agreement in Flores v. Reno. o 5 interview rooms o 1 triage/exam room o Security, control, and monitoring services for the holding cell and juvenile waiting areas. o Direct access to a sally port. B.4 - Parking Employee -Provide secure surface parking for all government agency employees on-site. Visitors - Provide appropriate, secure surface parking for facility visitors on-site, and separate from employee/government parking. ICE anticipates a total need of approximately 208 parking spaces; 27 of those spaces being dedicated to ICE employee parking, 2 for official visitor parking, 164 for contractor, IHSC, and misc. parking and 15 to visitor parking. B.5 Facility Location • The facility(s) shall be located within a 50 mile ground commute of the ICE Austin Resident Office located at 300 Eastt 8th St., Austin Texas, 78701. • The facility(s) shall be within an approximate 30-minute surface commute time of a general acute care hospital that has an emergency room, and provide surgery, medical, and mental health services. It shall also be within an approximate 60-minute surface commute time of AUSTIN-BERGSTROM INTERNATIONAL AIRPORT. • Have access to public and commercial transportation routes and services. C. Transportation and Guard Services • Transportation to hospitals and planned transportation to outside medical providers shall be performed as required by ICE or the facility medical provider. • The facility shall provide off-site guard services at hospitals, medical providers, and other locations directed by ICE or the facility medical provider. D. Performance Expectations D.1 - ICE Performance-Based National Detention Standards (PBNDS) The more restrictive, secure areas will be governed by the optimal performance levels articulated in the ICE 2011 PBNDS, available at the following website: http://www.ice.gov/detention-standards/2011/ D.2 - ICE Civil Detention Reform Initiatives: A key goal of Immigration Detention Reform is to create a civil detention system that is not penal in nature. However, ICE recognizes that some detainees may have a criminal history. Consequently, detainees at the medium and maximum classification levels may require housing in a more secure area of the facility. The detention center shall provide safe and secure conditions of confinement based on the individual characteristics of a diverse population, including: threat to the community, risk of flight, type and status of immigration proceeding, community ties, medical and mental health issues. The detention center shall provide easy access to legal services; abundant natural light throughout the facility; ample indoor and outdoor recreation that allows for vigorous aerobic exercise with extended hours of availability-ideally a minimum of four hours per day of outdoor recreation; private showers and restrooms (where practicable); cafeteria style meal service; non-institutional detainee clothing; contact visitation, including special arrangements for visiting families, with extended hours including nights and weekends; private areas for attorney-client visits, with video teleconferencing capabilities; noise control; enhanced, but controlled freedom of movement although the manner and degree of implementation may vary based on security levels; enhanced law library and legal resources; and enhanced programming, including religious services and social programs and dedicated space for religious services. E. RFI Requirements Vendors who have responded to previous requests for information on this requirement should respond indicating their continued interest by re-submitting their information to include any updated information. Interested parties should submit their response to the following in Microsoft Word and Microsoft Excel format, Times Roman, 12 Font, not to exceed 75 pages: • POC information (name, title, phone number, address, email address, etc.) • Facility(s) address(es). • Facility information o Existing:  Year built.  Information on the number of housing units and number of beds (by gender and classification)  Photographs of the exterior, interior and spaces listed in Section B.  Information related to the capabilities of the facility to meet the requirements listed in Section B, the detention reform initiatives in Section C and any planned renovations to meet these requirements/ initiatives. o Multiple facilities:  Information on how the facilities will support each other (i.e. in the performance of medical care and intake processing). • Transportation information o Distance to the following:  Hospitals  Courts  Major airports  Train stations  Fire stations  Bus stations  Access to public and commercial transportation routes and services.  Access to local consulates and pro-bono legal services. o Proposed transportation equipment, including vehicle capacities and photographs of the exterior and interior. o Information related to the capabilities of the facility to meet the requirements listed in Section C.
