- SOURCES SOUGHT NOTICE DEPARTMENT OF HOMELAND SECURITY (DHS) TRANSPORTATION SECURITY LABORATORY FOR PURCHASE, INTALLATION, INSPECTION, REPAIR, AND CERTIFICATION OF LABORATORY FUME HOODS This Request for Information (RFI) is to determine which certified GSA contractors are capable and interested in providing services for the purchase and installation of new fume hoods as well as work associated with existing fume hoods as detailed below. All work to take place at and all deliveries made to the Transportation Security Laboratory (TSL), William J. Hughes Technical Center in Atlantic City, NJ. This action is made in anticipation of but not the guarantee of the award of a Firm Fixed Price (FFP) contract to be solicited under GSA Schedule 66 Category 147 - Laboratory Fume Hoods. All applicable Federal, State of New Jersey, and local regulations shall be adhered to for the installation, removal, and disposal of fume hoods and related components, consumables, and accessories as applicable. All required work shall be performed by properly qualified licensed and insured persons. Any reference to the Contractor refers to both the prime contractor and any subcontractors. The prime contractor shall ensure that any subcontractors comply with the provisions of this contract. Additionally, it is the responsibility of the contractor to ensure that all workers are eligible to perform work in a cleared Federal Government facility. 1. Purchase, installation and calibration of Two New Fume Hoods in the Trace Laboratory at the TSL The contractor shall purchase, install, and calibrate two identical ducted fume hoods, with specifications as follows: a) The fume hoods and all included accessories and parts shall be from the same manufacturer. b) The fume hoods shall be designed to be vented outside the building (i.e., not a ductless hood). c) The fume hood shall run on 110 VAC, and a duplex 110v outlet shall be installed on each of the hoods. d) The external dimensions of the fume hood (including base cabinets) must fall within the range specified in the following chart: Width Depth Height External Maximum 72" 30" 99" External Minimum 70" 25" 95" e) The fume hoods shall include a minimum one year warranty. f) The fume hoods shall meet or exceed relevant UL, OSHA, and Ashrae 110 standards for ducted laboratory hoods. g) Installation includes any modifications to the building required to install the ductwork to the outside. h) The fume hoods shall include base cabinets, which meet or exceed all federal requirements for storing flammable liquids. These cabinets shall roughly run the length of the fume hood. i) The face flow rate shall be at least 100 cfm with the sash closed at 18" from the base of the fume hood, and the airflow shall be adjustable by the operator. j) The fume hoods shall have integrated blower units that are brushless and spark-less. k) The interior of the work surface of each fume hood shall be luminated with a vapor-proof light, integrated into the structure of the hood. l) The fume hoods shall have an automatic safety controller to monitor airflow face velocity and filter saturation. A standard air flow alarm shall be included. Advanced monitoring features are preferred and include temperature, humidity, etc. m) The fume hoods shall include a sliding vertical safety sash. These fume hoods shall be installed in the Trace Laboratory in building 315. They shall be properly vented to the exterior of the building. 2. Installation and Calibration of Two Fume Hoods in Lab 3 The TSL recently received two fume hoods from the close out of a DHS contract. The contractor shall install and calibrate these two fume hoods in Laboratory 3, building 315. These fume hoods are currently being stored in a TSL warehouse. The contractor shall remove and properly dispose of the existing fume hoods (deemed too expensive to repair) and install the two stored fume hoods. Existing duct work, wiring, etc. shall be replaced with new products prior to installing the two fume hoods. Once installed, the contractor will certify these fume hoods so that they meet or exceed the OSHA and Ashrae 110 requirements. 3. Inspection, Repair, Calibration, and Certification of All Other Fume Hoods at the TSL The TSL has 11 other fume hoods in addition to those described in Sections 1 and 2, above. The contractor shall inspect, repair, calibrate, and certify these additional fume hoods so that they meet or exceed the OSHA and Ashrae 110 requirements. These additional fume hoods are located in various laboratories throughout the TSL campus. 4. Additional Information The Contractor shall furnish all tools and equipment required for the performance of this contract. The TSL will not provide tools or equipment to the Contractor. Any quotations, if requested or provided, shall be FOB Destination. Regular Working Hours are Monday through Friday from 8:00 am to 4:30 pm, excluding federal holidays.
