- Description
- This notice is not a request for competitive proposals nor a request for offers. No solicitation package is available and telephone requests will not be honored. The Naval Research Laboratory (NRL) intends to negotiate a sole source Cost-Plus-Fixed-Fee contract with KEYW Corporation to provide service support for continuing development and improvement of the Multi-Band Synthetic Aperture Radar (MBSAR) system. This sole source acquisition is accordance with authority of Title 10 U.S.C.2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1. The period of performance will be one year, plus four, one-year options for a total of five years. This requirement is for the acquisition of research and development (R&D) support services to provide continuing development and improvement of the Multi-Band Synthetic Aperture Radar (MBSAR) system. The contractor will support further development and improvement of MBAR system's data acquisition, signal processing and exploitation algorithms, data screening and compression techniques, visualization of generated signal processing and exploitation products, as well as the development of techniques for screening and disseminating the collected, processed, and exploited information from the Naval Research Laboratory (NRL) MBSAR sensor to relevant users. Other required support services for the MBSAR system includes life cycle sustainment support such as, material procurement, fabrication, system integration and test, aircraft integration and flight test, operations, evaluation sensor system and subsystem modifications, and upgrades in order to enable the advanced collection, processing and exploitation of airborne sensor data developed under the primary objective. The North American Industry Classification System Code (NAICS) for this requirement is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1,000 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is AJ13 - R&D: Physical Sciences-Advanced Development. Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
