- The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), intends to award a sole source contract to Kaiser Permanente Northwest Center for Health Research, 3800 N. Interstate Avenue, Portland, OR 97227 to obtain sufficient requisite data and information to assess anemia and IDA screening, diagnosis and treatment during pregnancy using an EMR data source to determine whether EMR data could be a useful source of information for assessing treatment patterns and benefits. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 622110, General Medical and Surgical Hospitals. The period of performance for this procurement is 18 months. The vendor is the only one who has a readily available database of information that is necessary to perform the work needed that helps us further develop our understanding and strategies for using electronic medical records (EMR) for iron deficiency surveillance of anemia among pregnant women and that will inform a larger project we are working on. The vendor has data of all pregnancies from 2000 to 2016 and a validated computerized algorithm that identifies pregnancies and complications associated with these pregnancies that includes lab and ICD/CPT codes among women enrolled in KPNW. Data is also linked to birth certificate data providing critical sociodemographic information not available in the electronic medical records (EMR). Kaiser Permanente (KP) is the only known source of this data on pregnant women. There are no other known comparable sources that can provide the same type, level, or historical consistency of data required to conduct the project. A pubmed search was conducted. The results did not identify any other possible EMR data sources that could meet our needs. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Kaiser Permanente Northwest Center for Health Research. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 18-Q-68987 referenced in the subject line NO LATER THAN August 24, 2018. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
