- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-99-1 (effective 7/16/18). Paper copies of this solicitation will not be issued and telephone requests, email requests, or fax requests for the solicitation will not be accepted. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. This solicitation is a Request for Quotations, numbered as 140P8318Q0081. The NAICS code is 111940, Hay Farming, with an associated small business size standard of $750,000. This solicitation is full and open (unrestricted ¿ both large and small businesses may submit a quote) and will result in a firm fixed price contract to a single vendor/contractor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. ATTACHMENTS TO THIS SOLICITATION. NOTE: The following is only part of the solicitation information - refer to Attachment no. 1 for complete solicitation details. DESCRIPTION. The National Park Service (NPS) has a requirement for a single vendor/contractor to supply and deliver certified weed-free hay which must be clean and free of noxious weeds and seeds, mold, dirt and litter. The certified weed-free hay must be baled in appropriate colored twine or tagged as regulated by the state of origin that meets the North American Weed Free Forage certification program standards. Acceptable hay mixtures/blends are 100% Orchard grass, or Timothy or Orchard grass/Alfalfa, or Timothy/Alfalfa mix, as long as it's at least 60% Orchard grass or Timothy and no more than 40% Alfalfa. 70% Orchard grass or Timothy and 30% Alfalfa is preferred. It can be Orchard grass/Alfalfa or Timothy/Alfalfa mixed in the bale or a mixture of Orchard grass or Timothy bales and Alfalfa bales. The type of hay will not change for the duration of the contract. Bales will not exceed 110 pounds each. Compressed bales will not be accepted. PERIOD OF PERFORMANCE. The awarded contract will include one base year with an option to award up to two additional years, as option years. Base Year period will be from November 1, 2018 to October 31, 2019. Option Year One period will be from November 1, 2019 to October 31, 2020. Option Year Two period will be from November 1, 2020 to October 31, 2021. Each year of the contract, vendor will make multiple deliveries of hay between April and October. Deliveries will not be needed between November and March each year, because the mules will be out of the park at their winter pasture during that time. DELIVERY LOCATION. The delivery location is Olympic National Park's Elwha stock facility, Olympic Hot Springs Road, Port Angeles, Washington, 98363. Physical location is approximately 11 miles west of Port Angeles. Take US Highway 101, then turn left onto Olympic Hot Springs Road. The Elwha facility and mule paddock is to your immediate left once you enter Olympic National Park. DELIVERY REQUIREMENTS. Vendor will make multiple deliveries, arranged in advance with OLYM trail crew staff. Vendor will deliver and drop off either a dry van or box trailer. The hay will be stored inside the dry van or box trailer, and OLYM trail crew staff will pull bales as needed for feeding the mules. The dry van or box trailer shall not have leaks. Vendor will be responsible for expense and delivering a replacement dry van or box trailer if leak is found during rains, and transferring hay into replacement unit. The intent is for the hay to remain dry at all times during storage at the corral area. On average, the mules go through approximately 10 to 15 tons of hay per month, between April and October. At the end of October each year, vendor may want to pick up the dry van or box trailer and haul out of the park. This is not a requirement, however, there is some risk of leaving it in place year-round because, if the Elwha River shifts course as it has done the past few years, there is a possibility of the river causing flooding in the field where the dry van or box trailer is dropped off. It is up to Vendor to decide whether or not to leave the dry van or box trailer in-place year-round, and at vendor's own risk should the river cause flooding in the field. INSPECTION/ACCEPTANCE AND QUALITY CONTROL. Contractor bears the responsibility for any damage incurred to the hay in transit due to weather, theft, fire or other causative factors. Vendor is responsible for any expected or unexpected expenses incurred in the delivery of the hay. The certified weed-free hay must be baled in appropriate colored twine or tagged as regulated by the state of origin that meets the North American Weed Free Forage certification program standards. Hay will not be accepted until it is inspected by one of the OLYM trail crew. OLYM trail crew employee(s) will visually or physically inspect the bales and will weigh some bales at time of delivery and will not accept damaged, wet or otherwise unacceptable hay unless cleared through the Trails Supervisor or designee. All hay deemed unsuitable will be replaced by the vendor within two weeks of delivery at no additional cost to the Government. NPS may also submit random hay samples to the Robin Hill Greenhouse, operated by NPS staff, to grow the samples for determining if hay contains noxious weeds or seeds. WHEN TO SUBMIT QUOTE (RESPONSE DATE): Quote shall be submitted by 4:30pm (PST) on Thursday, August 30, 2018. HOW TO SUBMIT QUOTE: Quote shall be submitted by email.
