Social Detox Services Pre-solicitation Solicitation Number: Agency: Department of Veterans Affairs Office: Network Contracting Office 19 Location: Greenwood Village, CO Notice Type: Pre-Solicitation/ Sources Sought NAICS Code: 813319 Other Social Advocacy Organizations This notice is a pre-solicitation/ sources sought notice for potential vendors provide a Statement of Capabilities (SOC) for ability to provide social detoxification services and responsibilities required of a social detoxification contract facility to provide social detoxification services plus room and board to male and female Veterans. Such Veterans do not require hospital level care, but require a level of care that is provided in a community care facility. The period of performance anticipated will be a twelve-month base period with 4 one-year option periods. Contract type will be a Firm Fixed Price (FFP) and performance period may be adjusted based on current Medicare and Medicaid rates. The anticipated award date for this contract is 1 November 2018. The current contractor is Volunteers of America in Salt Lake City, UT. The Veterans Affairs Salt Lake City Healthcare System is performing a market survey to determine if there are other interested and qualified firms having the capabilities described. Prospective vendors must have: Standards include the provision of social detoxification as well as health-related services with support and guidance toward the goal of independent living. Since federal standards for such facilities are minimal and broadly defined, the facility must meet the following VA standards: a. All contract facilities must be licensed under State or Federal authority. b. All contract facilities must conform to the requirements for the Board of Care type occupancy in the latest edition of the Life Safety Code, NFPA (National Fire Protection Association) Standard No. 101. In addition, all local and state fire safety requirements and licensing standards must be met for Board of Care type occupancies or the occupancy type the facility is designated as by the local fire safety officials. c. Where applicable, the contract facility must have a current occupancy permit issued by the authority having jurisdiction. d. Be compliant with the American Disabilities Act, referred to as architectural barriers. e. Environment of care will be maintained in a clean and appropriate-furnished condition with timely repairs and regular maintenance. f. Provide staffing on a 24-hour, 7 days per week basis. Persons/entities debarred and/or suspended will not be considered, therefore are not requested to respond. The small business size standard for NAICS code 813319 is $7.5M. The Government intends to award a contract of this announcement with a subsequent RFP. Interested vendors are invited to submit a Statement of Capability (SOC) addressing the ability to satisfy the above requirements to Mr. Gary Simpson at gary.simpson2@va.gov. All responses are due no later than 4:00 pm (MST) on 20 August 2018 and must conform to 8.5 x 11-inch pages, font no smaller than 12-point, 1 margins and a maximum of 15 pages. The statement of capability must include the following information: 1) Company name, mailing address, points of contact, and telephone numbers; 2) Business size classification (large, small, or other); 3) In- depth comprehension of solar observing; 4) Social detoxification experience, to include interaction and in-depth knowledge of social detox operations; 5) Operate under a social detoxification model and provide social detoxification and treatment readiness services All responsible sources may submit a SOC. All SOCs will be evaluated fairly and with consistency. The Government will review SOCs to determine recency and relevancy. Recency is considered to be the same or similar work within the past 3 years; relevancy is considered to be work within the field described above or similar operations. The Government may confirm quality of past performance. Mr. Terry Whitfield, the Contracting Officer, NCO 19, is the Ombudsman for this procurement and has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call him at (303) 712-5814.
