Description
This is a combined synopsis/solicitation is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 89243318QFE000045 is issued as a Request for Quotation (RFQ) and is available for downloading on FedBizOpps (https://www.fbo.gov/) and FedConnect (https://www.fedconnect.net/Fedconnect/). NOTICE: The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) is issuing the following Brand-Name/Exact Match only Request for Quote (RFQ, for the purchase of a FLIR A8303sc InSb (3.0 - 5.0 µm) Infrared (IR) Camera here in. BRAND NAME JUSTIFICATION: This brand name justification is written under the authority of 41 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(c), 11.104 and 11.105. The National Energy Technology Laboratory (NETL) currently utilizes the FLIR IR Camera brand. The FLIR A8303sc InSb (3.0 - 5.0 µm) IR Camera will be used for high temperature, high resolution optical temperature profile measurements. It will be used primarily in support of turbines/aerothermal work. This is the second of this camera model needed to keep with consistency of results. Due to the symbiotic application of the cameras for the aerothermal project, it is essential that the two cameras used are identical and of the same brand and model as the current camera used by NETL. Interested vendors are strongly encouraged to submit their quotation on the RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via email at Cynthia.Panasiewicz@netl.doe.gov, or through FedConnect by Friday, August 24 2018 at 2:30 p.m. If vendors have questions regarding the solicitation, please submit those questions via email at Cynthia.Panasiewicz@netl.doe.gov by 2:30 p.m. Friday, August 17, 2018. EVALUATION: An award shall be made to the lowest priced, technically acceptable quote. The Government reserves the right to request vendors provide documentation that validates they are an approved and authorized reseller of the brand/manufacturer, and that the products/services quoted meet the exact match/brand-name requirement(s). Selection will be based on the vendor ™s quotation that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for award, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data (as necessary for an acceptability determination by the Government). Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to the items included here in.
