- NOTICE OF INTENT This synopsis is hereby issued in accordance with FAR Part 5.203 -- Publicizing and Response Time. The purpose of this synopsis is to announce the U.S. Office of Personnel Management's (OPM) intent to negotiate a bridge contract to supplement the Federal Executive Institutes (FEI) need for Executive Level Conference Services. The NAICS Code for this requirement is 561210 Facilities Support Services and the size standard is $38.5M. The Government intends to negotiate the prosed pricing for the services outlined in the Performance Work Statement (PWS) with Aramark, Corp. per FAR 6.302-1, as no other source of supplies or services will currently satisfy agency requirements. The current vendor provides services through the referenced contract OPM2613C0002. The contract is currently in the six month extension period in accordance with FAR clause 52.217-8 (February 1, 2018 to August 31, 2018). Due to the continued need for consolidated facilities management services (facilities management, program support, food and beverage service, mechanical and grounds maintenance, receptionist service, program budget accounting for the contract, laundry and dry cleaning, pest control, snow removal, window cleaning, trash and debris removal and special projects) plus security services OPM must award an interim bridge contract. OPM is currently developing its requirements for a new competed contract to replace the existing contract; however, due to its complexity and criticality, OPM does not believe the new requirement can be fully developed and the new contract can be awarded and operational prior to the ultimate expiration of the existing contract. As such, OPM will require a period off performance (POP) of one 3-month base period with Three 3-month option periods for security services and one 8-month base period with Three 3-month option periods for the remaining consolidated facilities management services. OPM will require these services on a continual basis and the use of options will mitigate the risks associated with potential delays in awarding the new contract. This contract and all options (inclusive of FAR 52.217-8), if exercised, will not exceed 18 months for the security services and 23 months for the remaining services. The contractor providing services for this requirement must be capable to provide executive level conference center services at FEI in accordance with the PWS. The Government's decision not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses received by August 13, 2018 3:00 PM Eastern Daylight Time will be considered for market research purposes only.
