- Description/Specifications/Statememt Of Work. NAICS Code: 541690 PSC B507: Special Studies/Analysis - Data - Economic The U.S. International Trade Commission (USITC or the Commission) is an independent, quasi-judicial federal agency established by Congress with a wide range of trade-related mandates. The USITC's mission is threefold: to administer U.S. trade remedy laws in a fair and objective manner; to provide the President, the U.S. Trade Representative (USTR), and the Congress with independent, quality analysis, information, and support on matters of tariffs and international trade and competitiveness; and to maintain the Harmonized Tariff Schedule (HTS) of the United States. In doing so, the USITC serves the public by implementing U.S. law and contributing to the development and implementation of sound and informed U.S. trade policy. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 34300018Q0040. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005—98. It is the responsibility of the offeror to be familiar with the applicable clauses and provisions. The offeror is responsible for monitoring this site ( www.fbo.gov ) for any amendments that may be issued to this Request for Quotation. The USITC requires development of a Global Trade Analysis Project (GTAP)-compatible subnational Computable General Equilibrium (CGE) model of the U.S. economy (see Attachment I – Description/specifications/Statement of work). The successful Offeror will be selected on a lowest price technically acceptable basis. This is an unrestricted solicitation, open to both small and other than small businesses. The associated North American Industrial Classification Code (NAICS) for this procurement is NAICS Code 541690-- Other Scientific and Technical Consulting Services. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, Paragraph (a), and the following clauses in Paragraph (b): 52.203-6; 52.204-10; 52.209-6; 52.219-3; 52.219-4; 52.217-27; 52.219-28; 52.222-3; 52.222-21; 52.222-26; 52.222-36; 52.222-50; 52.223-18; 52.225-13; 52.232-33 including 52.227.14-Rights in Data. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. The USITC anticipates awarding a single firm fixed price Purchase Order to the offeror who can successfully provide the services detailed in this RFQ. The contract's period of performance is from date of award to month twelve (12). All responsible sources may submit a quote as outlined in the solicitation, which will be considered by the agency. In accordance with FAR Subpart 4.11, prospective contractors shall be registered and current in the SAM database prior to award of a contract or agreement. Registration information may be found at Government’s System of Awards Management website at www.sam.gov. The period of performance is October 1 st 2018 to September 30 th 2019. The government anticipates award of a Firm Fixed Price Purchase Order as a result of this solicitation.
