Description

NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Genetic Test Send Out The Government hereby submits a notice of intent to award a sole source firm-fixed-price contract for genetic test send out for VISN 22 West and East. This is an interim purchase order until a long-term contract can be established and awarded. Period of performance: Base 6 Month Period: October 1, 2018 March 31, 2019 Optional 6 Month Period 1: April 1, 2019 September 30, 2019 This sole source contracting action is pursuing a waiver from acquiring these services on a competitive basis pursuant to FAR 13.106-1(b)(1)(i) for the aforementioned requirement based on the application of FAR 6.302-3(a)(2)(ii). This hereby constitutes a synopsis of the action proposed in this announcement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission or objective. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. This is not a solicitation. Questions or comments to this Notice of Intent should be directed to Contract Officer; Tien Nguyen at tien.nguyen@va.gov. Responses via e-mail only (no phone calls/voice mail messages regarding questions will not be accepted and will not receive a response) by August 17, 2018. Please indicate in the subject of your email: Notice of Intent Submission Genetic Test Send Out. Future notices and announcements regarding this effort will be an amendment to this post.
