Description
SYNOPSIS: The National Institutes of Standards and Technology (NIST) hereby provides notice of its intent to award a sole-source, firm fixed price purchase order to EOS of North America, Inc. 28970 Cabot Dr Ste 700 Novi, MI, 48377-2978. The order is expected to be awarded under FAR 13.106-1(b)(1). A Justification for Other than Full and Open Competition has been prepared. The National Institute of Standards and Technology (NIST) has a brand name/sole source requirement for EOS of North America maintenance and service. NIST owns and operates two direct metal laser sintering (DMLS) machines (an EOSINT M270 and an EOSINT M290) to support research efforts in metals-based additive manufacturing. To complete this work, both machines must remain in proper operating condition and must be repaired in the case of malfunction. Further, in order to accurately report experimental results and participate in material and process round robins, the current state of the machines' performance must be continually known and updated and preventative maintenance for both machines must remain up to date. Further, since these machines are the main research platforms for the NIST's AM efforts, we aim to minimize the down time of this machines. NIST requires a 3-year (base year, plus 2, option years) preventive maintenance and repair service contract for the EOSINT M270 and the EOSINT M290. This service agreement is to Include on-site hardware repairs including all parts (including, but not limited to, consumables, spare parts, wearing parts, and laser), labor, and travel expenses with a response time of 24-48 hours. The service provider must provide unlimited phone support 24 hours a day, 7 days a week. The service provider must provide 2 preventive maintenance visits per year. The supplies and services required by the NIST are available from only one responsible source, EOS of North America and no other type of supplies or services will satisfy agency requirements. Failure to procure this service contract will result in prolonged down time (and interruption of research activities) in the case that the machine malfunctions. EOS of North America is the sole provided for products manufactured and serviced by EOS, Inc. and its parent company EOS GmbH Electro Optical Systems (collectively, EOS). Furthermore, EOS systems, software, services and applications are developed and distributed solely by EOS as per their sole source letter. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. INSTRUCTIONS: All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Chantel Adams by email at chantel.adams@nist.gov, no later than 12:00 p.m. Eastern Time on Friday, August 24, 2018. Fax inquiries will not be accepted. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
