Sources Sought Notice Draft Performance Work Statement (Data and Analytic Support for the Central Valley Project Improvement Act (CVPIA) Fish Resource Area and the Bay Delta Office(BDO) Structured Decision Making) SOURCES SOUGHT NOTICE The United States Bureau of Reclamation is issuing a sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement to support the ongoing process of Structured Decision Making (SDM) within the Fish Resources Area of the Central Valley Project Improvement Act (CVPIA), Title 34 of Public Law 102-575 and the Structured Decision Making. Support will take the form of data compiling, making data available, and using numerical tools to facilitate analysis of data related to fisheries performance, mitigation actions, and habitat restoration. This Project will refine and further develop the quantitative modeling component of the SDM through a collaborative process with agencies (State, Federal, and Local) and stakeholders (non-government organizations, Federal and State Water Contractors, etc). The resulting products will assist to prioritize funding actions to achieve the anadromous fish doubling goal of the CVPIA and management objectives. A draft Performance Work Statement (PWS) is attached. The result of this market research will contribute to determining the method of procurement. This is not a request for quote and shall not obligate the Government to award a contract. Responses to the sources sought announcement shall be in writing. Responses to this notice should be sent via email to Nandini Johnson, Contracting Officer, at ncjohnson@usbr.gov. The purpose of this sources sought announcement is to gain knowledge of potential sources and to identify parties having an interest in and capable of provided the requested services. If your organization is interested in providing these services under contract, please respond to this announcement by 3:00 PM, August 15, 2018, and include the following information: 1. Name of organization, address including zip code, point of contact, telephone number, and email address. 2. Confirmation of organization's active System for Award (SAM) registration with expiration date. 3. Business size and classification to include any designations as Certified Small Business, HUBZone Certified Small Business Concern, Section 8(a) contractor, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women Owned Small Business, or Large Business Concern. 4. Number of years of experience in this type of industry. 5. Provide a minimum of two (2), but no more than five (5) similar requirements completed within the past five (5) years from the date of this announcement which demonstrates experience in providing all services included in this requirement. Responses to this notice are strictly for market research purposes and will be used by the Government to make appropriate acquisition decisions. This notice shall not be construed as a commitment by the Government to issue a request for quote or ultimately award a contract nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any a request for quotation is issued. The North American Classification System (NAICS) code for this acquisition is 541620, Environmental Consulting Services and the applicable size standard is $15.0M.
