- This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential businesses to provide Board Certified/Board Eligible Emergency Department Physician Services on site at the VA Southern Nevada Health Care System. (see description of services and qualification requirements below.) The applicable NAICS Code is 621111, with a small business size standard of $11 million. All businesses capable of providing this service are encouraged to reply, as responses will be used by the Government to make determinations about the appropriate set-aside. No solicitation is available at this time. After review of the responses to this sources sought announcement, a synopsis and/or solicitation announcement may be published at a later time. Description of Services: The Emergency Department is open 24 hours a day, 7 days per week, 365 days per year. The Contractor s physician(s) care shall cover the range of Emergency services as would be provided in a state-of-the-art health care treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by: The American Board of Emergency Medicine American Board of Osteopathic Emergency Medicine Relevant professional societies including ACEP. SAEM, AAEM American College of Emergency Physicians: http://www.acep.org The American Board of Internal Medicine http://www.abim.org/ VA Standards: VHA Directive 2006-041 Veterans Health Care Service Standards (expired but still in effect pending revision) https://www1.va.gov/vhapublications/ViewPublication.asp?pub_ID=1443 The professional standards of The Joint Commission (TJC) http://www.jointcommission.org/emergency_department/ The standards of the American Hospital Association (AHA) http://www.hpoe.org/resources?show=100&type=8; Clinical Personnel Required: The Contractor shall provide physician(s) who are competent, qualified per this performance work statement and adequately trained to perform assigned duties. The Contractor shall cover 70% of the contracted shifts with Emergency Medicine board certified/board eligible physicians. The remaining 30% of the contracted shifts may be covered by Internal Medicine or Family Practice board certified/board eligible physicians with the requisite experience per this performance work statement. Qualifications: License The Contractor s physician(s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia when services are performed onsite on VA property. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contractor s physician(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. Board Certification - All contractor s physician(s) shall be Board Certified/Board Eligible in Emergency Medicine by the American Board of Emergency Medicine (ABEM) or American Osteopathic Board of Emergency Medicine (AOBEM) or be Board Certified in Internal Medicine, or Family Practice and be currently certified in American Heart Association Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS) and Pediatric Advanced Life Support (PALS). All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance. If contractor s physicians are not Board Certified/Board Eligible in Emergency Medicine, they shall have a minimum of five (5) years of experience in emergency department care. Time spent in an emergency department setting as a physician intern or in a residency program shall count toward the five (5) years of experience.
