- This is a SOURCES SOUGHT NOTICE to determine the availability of Small Businesses (e.g., 8(a), Service-disabled veteran owned small business, HUBZone small business, Small disadvantaged business, Veteran-owned small business, and Women-owned small business) under NAICS code, 541330, that have the capability, experience, and expert knowledge to provide architectural design services: The National Institute of Standards & Technology (NIST) is a Research & Development (R&D) facility with 52 buildings located on 232 hectare (578-acre) site in Gaithersburg, Maryland. The NIST site has approximately 3,424,353 gross square feet (GSF) of floor space including R&D, office, and service areas. The majorities of the building are brick exterior in construction and are approximately 50 - 60 years old. A&E Services performed for NIST generally include evaluation, renovation, repair, modification/reconfiguration, replacement and/or a building addition to campus building spaces and scientific laboratories. The work includes field investigation, surveying, and document preparation. Documentation may include engineering studies, conceptual design, survey reports, bridging documents, full contract drawings and specifications, design calculations, cost estimates and project schedules as defined by each Statement of Work. The expertise and qualifications will include evaluation and refurbishment of mechanical/electrical and plumbing (MEP) utility systems, laboratory specific specialty gasses and environmental controls, building envelope and interior structure of a comparable size and type of the NIST Gaithersburg Campus. Civil and structural engineering services are included in the AE services. Location of the firm must be within the general geographical area of NIST, Gaithersburg, Maryland campus, which is considered 50 miles as defined by a nationally recognized on-line mapping program. How to respond to this sources sought notice: If your company has recent experience with projects that are similar in scope to what may be required by the upcoming procurement for General A/E services, please provide the following information (12 pages maximum). 1. Related Project Design Experience that meet design criteria of the sources sought within the past 60 months. Specific types of specialized projects shall include the following. Do not provide more than five examples for each. A. Renovations shall include the following. Please note each renovation may be have been designed independently of others. a. Commercial window replacements, b.Masonry repairs for structures taller than three stories; c.Exterior building envelope repairs to prevent subsurface water infiltration. Structures shall be at least two stories below grade. d.Built up roofing. Roofing designs are typically for replacement of an existing roofing system and would include design and specifications for new built-up roofs of at least 20,000 SF minimum e. List design completed for each renovation (month/year) B. Laboratory renovations (Federal, State or Commercial) of at least the following. High school or lower grade facilities shall be not considered. Please note each element may be have been designed independently of others. a.At least 2,000 SF lab renovation which shall include i. Replacement or reconfigurations of fume hoods at least four feet in width, ii. new laboratory grade casework, iii. new seamless flooring, iv. interior architectural features, and v. wall or partition assemblies. b. List design completed for each renovation (month/year) C. Associated laboratory facility mechanical, plumbing and electrical renovations, upgrades and alterations to include major utility systems, facility construction and reconfiguration. Please note each element may be have been designed independently of others. a. Branch circuits of at least three - 50 amperes at 480V, 3 phase for installation of specialized scientific tools, b. Manifold specialty gasses utilizing at least three of the following I. Nitrogen, ii. Helium, iii. Compressed air, iv. A custom blend c.List design completed for each renovation (month/year) D.Life safety and code compliance (IBC, NFPA, etc.) analyses including the following. a. Fire alarm systems and devices, b. Access and egress, c. Hazardous detection systems (i.e. radiological or toxic gas monitoring system), d. ASME Elevators e. Surveillance systems. f. List design completed for each renovation (month/year) 2. Location of Firm: List the firm's driving distance from NIST as defined by an internet mapping program as if one was driving. 3. Business information: a. DUNS Number b. Company Name c. Type/Size of company, NAICS code, and Social Economic status, as validated via the System for Award Management System (SAM). d.
