Evaluation Criteria Draft Statement of Work Notice of Intent NOTICE OF INTENT- The Office of the Secretary of Transportation (OST), Office of the Assistant Secretary of Research and Technology (OST-R), Bureau of Transportation intends to make an award, on a sole-source basis, to American Transportation Research Institute, pending OST's Small Business Review (SBR). This award will establish and maintain a continuous data collection and database archive of unimputed freight truck probes for use in a comprehensive set of transportation statistics on the performance and impacts of the national transportation system and for federal analysis projects related to transportation, during the period of September 30, 2018 to September 29, 2023. Introduction BTS' mission is to create, manage, and share transportation statistical knowledge with public and private transportation communities and the Nation. The agency is charged with collecting, compiling, analyzing, and publishing a comprehensive set of transportation statistics on the performance and impacts of the national transportation system. The work in this requirement builds on previous FHWA Freight Performance Measures (FPM) Program work and will support data analysis for the program. BTS, U.S. DOT Operating Administrations, and our federal partners and contractors will use this database for development of statistics and analysis related to understanding the extent and use of the Nation's transportation network, the performance and impacts of the U.S. transportation system, and the flows of people, goods, and vehicles over the transportation network. This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a sole-source solicitation 693JK418R600007. Scope of Work The Contractor shall complete these requirements under three main tasks as described in the Statement of Work in the Delineation of Contractor Tasks. Under Task 1, the Contractor shall develop and implement project management and work plans. Under Task 2, the Contractor shall provide BTS access to a continuous data collection from freight truck vehicle probes that shall be archived into a database at BTS, and provide technical support for the data. Under Task 3, the Contractor shall develop and carry out data validation, calibration quality plans and develop descriptive metadata documents. The contract will include two optional tasks. Under Optional Task 4, the Contractor shall provide ad hoc support for data adjustments and data analysis. Under Optional Task 5, the Contractor shall provide access to archived freight truck probe data. The NAICS Code for this anticipated contract is 541990 with a size standard of $15M. Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov. It is the Government's intent to award a Firm Fixed Price (FFP) type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSAL. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the services listed above are invited to submit proposals once the solicitation has been issued to the identified point of contact to sheronda.jones@dot.gov. A full solicitation will be posted on or about August 23, 2918. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. The anticipated award date is September 30, 2018.
