- SYNOPSIS FOR MK176 MOD 0 BATTERY POWER SUPPLIES Reference N61331-18-R-0007 ***Modified to include presentations from the Pre-Solicitation Conference. Please submit questions by 20 June 2018 1600 Central Time. All questions and responses will be posted on FBO.gov. Submit questions to tiphanie.spradlin@navy.mil*** NSWC PCD intends to conduct a Pre-Solicitation Conference at the La Quinta Inns & Suites located at 7115 Coastal Palms Blvd, Panama City Beach, Florida on Tuesday 5 June 2018 from 12:00 to 2:00 pm. This conference is in support of the MK-176 MOD 0 Battery Power Supplies. All interested parties MUST notify their intent to participate. Send names and contact information for each person within your organization who will be attending to Ms. Tiphanie Spradlin via e-mail: Tiphanie.Spradlin@navy.mil no later than 4:00 p.m. CST, 1 June 2018. SYNOPSIS for N61331-18-R-0007 The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit proposals on the basis of full and open competition for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for providing MK176 MOD 0 Battery Power Supplies. The items must meet the requirements of the Naval Sea Systems Command (NAVSEA) drawings. Delivery will be to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Ave, Panama City Beach, FL 32407-7018. This requirement contains distribution limited drawings subject to the Arms Export Control Act (title 22, U.S.C. Sec 2751, et seq) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401 et seq. It is anticipated that this effort will be for five years. There is no incumbent for this effort. This requirement will be full and open competition. The NSWC PCD Small Business Office concurs with this determination. Sources Sought Announcement N61331-18-SN-Q04 was issued on 19 December 2017 with a closing date of 8 January 2018. The Navy invited both large and small businesses to respond. The Draft Statement of Work (SOW) was included with the Sources Sought Announcement. The capability statements submitted underwent a technical review. The North American Industry Classification System (NAICS) code is 335911 with a small business size standard of 1250 employees. The Product Service Code (PSC) for this requirement is 6130 Converters, Electrical, Nonrotating. The solicitation will be made available electronically upon its release to FEDBIZOPPS, https://www.fbo.gov. Interested parties are solely responsible for monitoring the aforementioned website for postings of the solicitation and any amendments thereto. Can the Government confirm if this is related to the OEM of the actually battery which will be sourced, or is requirement required of a Prime that will use/integrate the battery into the assembly? - The certification is required of the prime the will be building the MK 176 battery assembly. The weapon spec specifies the cell to be procured for integration into the Mk 176 battery assembly to come from Tracer. Tracer has been certified to produce that cell. 2. If the Prime is required to have this certification, can the Government advise on how a prospective offeror can be approved by the Lithium Safety Review Board? - The prime would need to work with the Lithium Safety Review Board to develop a test program in accordance with the requirements of S9310-AQ-SAF-010. This would involve submitting a technical data package that includes test results and analysis in order to provide evidence that they can build lithium batteries that can be operated safely and meet the requirements of 9310. A system safety review would also be required as part of the TDP. The TDP requirements are specified in 9310. 3. Is there an attendee list so that we can look at potential partners? -No attendee list will be provided. 4. Is there a technical point of contact to discuss this with? -Please submit all questions to tiphanie.spradlin@navy.mil.
