Description
This is a request for information (RFI). This is not a solicitation for proposals and there is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this RFI will be used for informational purposes only. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise for future business with the Government. The purpose of this RFI is to conduct Market Research. Background: DLA Troop Support expects to begin issuing solicitations for Subsistence Prime Vendor (SPV) contracts supporting various regions within the contiguous United States (CONUS). DLA Troop Support's CONUS SPV contractors are responsible for providing full-line food and beverage item distribution support for garrison type feeding to military, federally funded, and other authorized customers in the regions covered by each contract. DLA Troop Support SPV contractors provide food products such as canned items, dry items, chill items, ultra-high temperature (UHT) dairy items, frozen bakery products, frozen meats, frozen seafood and poultry, ice cream, eggs and other dairy products under the contracts. DLA Troop Support's CONUS Subsistence Prime Vendor (CONUS SPV) Program is interested in your comments regarding food support for our current customers listed below in the Los Angeles, San Diego, and Yuma, AZ region. • 1) NAB Coronado, San Diego, CA •2 2) Naval Station Galley 32 nd St, San Diego CA •3. 3) NALF San Clemente, San Diego, CA •4. 4) ASW Point Loma, San Diego, CA •5. 5) Naval Medical Center San Diego, CA •6. 6) MCRD - Marine Recruit Depot, San Diego, CA •7. 7) Micas Miramar, San Diego, CA •8. 8) Camp Pendleton, CA •9. 9) Camp Pendleton Marine Mess Halls, CA • 10) San Bernardino, CA •1 11) 29 Palms, CA •1 12) Edwards AFB, CA • 13) Ft. Irwin, CA •1 14) Bridgeport, CA •1 15) Nas Lemoore, CA • 16) Vandenberg AFB, Lompoc, CA •1 17) Port Hueneme, CA •1 18) LAX AFB, Los Angeles, CA • 19) Long Beach Job Corps, CA • 20) San Pedro Coast Guard Station, CA •2 21) MCAS Yuma, AZ Discussion: DLA Troop Support may incoporate the following changes in acquisition strategy during this generation of CONUS SPV solicitations: 1) Use of trade-off source selection procedures, with all evaluation factors and significant subfactors that will affect contract award, include their relative importance, clearly stated in the solicitation. 2) Use of tiered pricing periods instead of structuring contracts wiht a base period and option period(s). For this acquisition, DLA Troop Support anticipates reverting back to using the following evaluation technigue: 1) Evaluation of weighted distribution pricing when evaluating competing proposal prices. Following are specific questions to consider: 1) Can you support any or all of the customers listed above? Many of the customers expect delivery 48 hours after placing their orders. Are there any location limitations in meeting this delivery schedule? 2) Do you have preferred delivery set-ups (routes, grouping of customers) to provide complete food support throughout the state? 3) Some of our customers are remotely located and require smaller pack-size items. Can this requirement be provided? Can you provide service to them, regardless of weather conditions? What method of shipping would be used? 4) Would there be customers who could not be supported if an emergency order is needed (either same day or next day)? 5) Can you support either a six, eight, and/or ten year contract consisting of 24-month tiered performance periods? We encourage and appreciate your participation; please share your ideas regarding these issues. Your written comments, suggestions and ideas regarding support for our customers will be treated as confidential and for Government use only.
