- Revised Draft Combo. DRAFT Description of Services: Local Area Telecommunications Services for Minot AFB, ND Place of Performance: Minot AFB, ND Description: (i) This is a DRAFT combined synopsis/solicitation for commercial items prepared In Accordance With (IAW) Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quote (RFQ) IAW FAR Parts 12 "Acquisition of Commercial Items" and 13 "Simplified Acquisition Procedures" (SAP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-99. (iv) Services shall be provided IAW the attached Performance Work Statement (PWS). (v) The Government intends to award a Firm Fixed Price (FFP) contract with a base period of performance of one year, four option periods of one year each, and an optional six month extension. (vi) The Site visit has been cancelled. (vii) Offerors shall submit all questions relating to the solicitation to both POCs listed below. The questions shall be submitted only on the Attach 5, Q&A spreadsheet. Questions about this RFQ shall be received NLT 12:00 p.m. CDT 17 Aug 2018. The Government may not provide a response to questions received after the above dates. Offerors are not to contact any other Government POC with questions or inquiries about this acquisition. (viii) Offers are due NLT 3:00 p.m. 04 SEPT 2018 and should be emailed to the POC's listed below. (ix) Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. (x) IAW FAR 52.204-7 "System for Award Management", the offeror shall be registered in SAM in order to be eligible for contract award. If the offeror has an active registration in SAM, they are not required to complete FAR Clause 52.212-3 "Offeror Representations and Certifications - Commercial Items" and submit with their quote.
