Description
Statement of Work This is a Notice of Intent, not a request for quotations. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with the University of Florida's Interdisciplinary Center for Biotechnology Research (ICBR) to procure services related to RNAseq library automation and Hiseq sequencing. Quality total RNA will be shipped to ICBR for RNAseq library automation, who will provide the QC result of the RNAseq libraries. The constructed libraries will then be forwarded to the sequencing core within ICBR for Hiseq sequencing. The results from these services will be used to study gene expression altered by marijuana consumption on the background of HIV infection to identify the variations most strongly associated with control of symptoms (e.g., pain, stress, sleep), HIV viral suppression, and markers of chronic inflammation. ICBR uses HiSeq 3000 and will perform 2x100 bp run on the NIAID's samples. The nature of the RNA samples at issue are low RIN and quantity. ICBR can work on RNA samples as few as 100ng, 20ng/μl, and RIN=5.8, while also providing bioinformatics support. The analysis will be used in support of studies to provide patients, clinicians, and public health authorities with information to guide clinical recommendations and safety monitoring related to marijuana use and health. Place of delivery is Bethesda, MD 20892. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source and no other service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTATIONS. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NIAID-NOI18-1919496) to Jason Aroz at Jason.Aroz@nih.gov, by 4:00 pm eastern standard time Tuesday, August 23, 2018. All responses received by the closing date of this Notice will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
